[Asia Economy Reporter Yuri Kim] The Seoul Metropolitan Government, together with Gwangjin-gu and KT, is set to actively promote smart regeneration by transforming the area around Guui Station into an 'advanced industrial technology testbed' based on 5G, a core technology of the 4th Industrial Revolution.
This project is part of the urban regeneration revitalization initiative targeting 180,000㎡ around Guui Station. It is aligned with the 'ICT Advanced Business Complex Development Project' planned by KT in the adjacent Jayang 1 Redevelopment Promotion Zone, establishing smart regeneration as the direction and moving into the implementation phase.
The area around Guui Station was selected as a central urban regeneration revitalization zone by the Seoul Metropolitan Government last November due to the decline of the surrounding commercial district following the relocation of the Seoul Eastern District Court and Seoul Eastern District Prosecutor's Office. It is the first urban regeneration revitalization zone in Gwangjin-gu.
A 'hyper-realistic production platform,' an anchor facility where content creation, editing, experience, and YouTube filming of augmented reality (AR) and virtual reality (VR) content can all be done in one place, will be established based on a 5G communication network around Guui Station. The plan is to open this facility for use by digital startups, entrepreneurs, and YouTubers to support creative activities.
To improve accessibility to 'Migaro,' the food culture street near Guui Station, an alleyway commercial district guidance system based on AR will also be developed. An augmented reality experience space will be installed inside the subway station. In nearby residential areas, a smart environment such as Crime Prevention Through Environmental Design (CPTED) will be created.
The Seoul Metropolitan Government emphasized the significance of establishing a regional win-win plan after six rounds of consultations involving public and corporate sectors. The city plans to establish an urban regeneration revitalization plan for the Guui Station area by July next year, after listening to the residents' council and Gwangjin-gu's opinions and receiving consulting and advice from KT. Seoul expects that smart regeneration utilizing advanced technology will create an environment for the growth of startups in the 5G-related fields, generate jobs, attract younger generations, and thereby revitalize the local economy.
On the 2nd, the city will sign a Memorandum of Understanding (MOU) with Gwangjin-gu and KT for the successful promotion of the Guui Station area urban regeneration revitalization project. To practice social distancing, the signing ceremony will be held simply. According to the agreement, the three institutions promise to cooperate in areas including ▲implementing a testbed for advanced industries related to 5G and creating job opportunities ▲establishing a feasible smart environment around the food culture street and residential areas ▲preparing plans for sustainable urban revitalization and improving quality of life. The KT Consulting Center, composed of expert groups, will take the lead in these cooperation areas. KT will provide technical support for the advanced projects being established in the Guui Station area urban regeneration revitalization plan and jointly participate in government agency public projects. Seoul Metropolitan Government and Gwangjin-gu will be responsible for necessary administrative support and network building at the city and district levels. They will also strive to secure execution power through the discovery of local assets.

Meanwhile, Seoul plans to start the smart regeneration pilot project around Guui Station from the second half of next year. The 2021 budget will be allocated to promote ▲incubating projects for startups and business conversion targeting vacant and declining stores ▲basic and detailed design services for creating a symbolic street in Migaro ▲basic and detailed design services for smart residential environment maintenance. A total of 20 billion KRW will be invested as seed money over five years.
