Gwangju City Implements Comprehensive Support Measures for College Scholastic Ability Test
[Asia Economy Honam Reporting Headquarters Reporter Park Seon-gang] Gwangju Metropolitan City announced on the 29th that it will implement a ‘Comprehensive Support Plan for the College Scholastic Ability Test (CSAT)’ in preparation for the 2021 CSAT, which will be held at 40 local test sites on the 3rd of next month.
First, to ensure smooth traffic flow for examinees, the working hours of government offices and affiliated institutions will be adjusted from 9 a.m. to 10 a.m. on the exam day.
Gwangju City and each autonomous district will operate a special CSAT traffic countermeasure situation room to share real-time traffic information and respond promptly on site.
Additionally, 25 traffic guidance vehicles, 6 tow trucks, and 774 personnel including guides will be deployed to conduct traffic guidance, maintain order, and provide transportation services.
From 6 a.m. to 10 a.m., 74 order maintenance personnel such as public officials will be additionally assigned to 21 locations including city bus terminals and subway stations near test sites to ensure adherence to bus schedules and prohibit honking during listening tests. They will also coordinate with related traffic organizations such as the police and the Model Drivers Association to control traffic around test sites, maintain order, and intensively crack down on illegal parking.
To assist examinees in moving to test sites, a ‘Emergency Transport Team for Examinees’ composed of city hall officials will operate from 6 a.m. to 9 a.m. on the CSAT day.
In particular, this year’s CSAT is being conducted amid the unprecedented crisis of COVID-19. To minimize infection risks for examinees and the local community and to provide testing opportunities for confirmed and quarantined examinees with restricted movement, a detailed support plan for confirmed and quarantined CSAT examinees has been established and is being implemented.
Key measures include securing 8 beds at Bitgoeul Jeonnam National University Hospital to safely accommodate confirmed examinees, and preparing two separate test sites for quarantined examinees. If self-transport is not possible, transportation support for quarantined individuals will be provided.
The city’s Fire and Safety Headquarters plans to safely transport examinees with disabilities or mobility difficulties, as well as confirmed and quarantined individuals related to COVID-19, using negative pressure ambulances to designated hospitals and separate test sites.
Examinees or parents wishing to use this service can make reservations by calling 119 or the fire station.
Furthermore, during the listening test (third period) from 1:10 p.m. to 1:35 p.m., civil flights at Gwangju Airport will be prohibited from taking off and landing, and military fighter jets will suspend training on the exam day.
Gwangju City will establish a cooperative system with the city education office to make every effort to ensure that examinees can safely take the exam amid COVID-19.
Kang Young-sook, Director of the City’s Women and Family Bureau, said, “We will do our best to support the CSAT in cooperation with various institutions so that local examinees can take the exam comfortably.”

Meanwhile, this year’s CSAT in the Gwangju area will be taken by 16,378 examinees (a decrease of 2,185 from the previous year) at 40 test sites within the jurisdiction, and examinees must be seated by 8:10 a.m.
