[Asia Economy Reporter Jong-il Park] The Gwangjin District Council (Chairperson Park Sam-rye) opened the 240th 2nd regular session at 11 a.m. on the 25th, marking the end of this year.
This regular session is scheduled to be held for a total of 24 days from November 25 to December 18.
Chairperson Park Sam-rye said in the opening remarks, “The Gwangjin District Council has made special efforts throughout the year to provide practical help to residents by closely cooperating with the district executive branch for the health and safety of residents and the recovery of the local economy, including handling supplementary budgets four times this year.”
She also stated, “I would like to express my gratitude to the executive branch, which has worked actively throughout the year to improve the quality of life of Gwangjin residents by responding meticulously and thoroughly to COVID-19.”
She continued, “All members of the Gwangjin District Council will continue to faithfully perform their roles as representatives and spokespersons of the residents with a heavy sense of responsibility and mission.”
Following this, the 1st plenary session was held, and the council listened to the administrative speech by Mayor Kim Seon-gap regarding the 2021 budget plan, district administration direction, and major policy projects.
Mayor Kim Seon-gap announced the achievements of major projects carried out over the past year and stated, “Next year’s budget is set at 610.1 billion KRW, an increase of 9.13% compared to this year, and the scale of fund operation for next year is 155 billion KRW.”
He added, “The 2021 budget prioritizes residents’ safety to overcome the COVID-19 crisis and focuses on enhancing regional value.”
In particular, the executive branch emphasized that when preparing the 2021 budget, they prioritized proactive COVID-19 response and support projects for small business owners, carefully considering and pooling wisdom on what projects would benefit residents.
Next, Councilor Park Seong-yeon raised a traffic safety issue related to the main entrance of the site where the apartment complex is planned to be built on the Hangang Hotel site in Gwangjang-dong during a 5-minute free speech. She pointed out that the entrance overlaps with the passageway of nearby villas, and due to vehicle concentration during commuting hours, traffic accidents and bottlenecks are expected. Although the site is not subject to a traffic impact assessment due to its size, she requested that traffic flow issues be reviewed and improvement measures be prepared to prevent accidents.
Meanwhile, at the Budget and Accounts Special Committee held in the afternoon of the 25th, Councilor Park Soon-bok was elected as chairperson and Councilor Jang Gyeong-hee as vice-chairperson.
This regular session will consider a total of 33 agenda items, including 25 ordinances and 3 consent items. From the afternoon of the 25th to the 27th, agenda deliberations will take place, followed by budget committee reviews from November 30 to December 2. From December 3 to 14, the Budget and Accounts Special Committee will review and adjust the 2021 budget proposal.
