Magok District Development Achieves Good Results Through Balanced Growth Between Old and New Downtown Areas
[Asia Economy Reporter Jong-il Park] Gangseo-gu, Seoul (Mayor Noh Hyun-song) ranked 2nd in Seoul and 5th nationwide in the announcement of the '2020 Korea Local Autonomy Competitiveness Index (hereafter KLCI 2020)' conducted by the Korea Institute of Public Administration.
The Korea Local Autonomy Competitiveness Index (KLCI 2019), announced annually, is an index created by investigating statistical yearbooks of local governments and official statistical data from government ministries and agencies for 226 cities, counties, and districts nationwide.
The evaluation represents comprehensive competitiveness as the sum of three categories: management resources (300 points), management activities (300 points), and management performance (400 points), conducted separately for city (75), county (82), and district (69) groups.
After ranking 9th nationwide in 2003, the district remained outside the top 10 nationwide until 2018, but with the full-scale development of the Magok district, it ranked 5th nationwide in 2019 and maintained 5th place for two consecutive years.
Furthermore, it is expected that the local autonomy competitiveness index could achieve 1st place nationwide once the ongoing development of Magok district, the visible relaxation of airport height restrictions, and the balanced development of the old and new downtown areas are completed.
In particular, this year, the district achieved good results by ranking 4th nationwide with a score of 167.13 (out of 300 points) in the management activities category (public administration, local finance, living environment, regional economy), one of the three indicators.
This achievement is interpreted as a result of the successful development of Magok district, which began in earnest from the 5th elected term of Mayor Noh Hyun-song.
Magok district is currently emerging as a core industrial and research complex leading the 4th Industrial Revolution era, achieving harmonious co-growth through win-win cooperation between large corporations and startups.
Together with Magok district, the Miracle Medical Special Zone, another growth axis of the district, has led regional economic revitalization, receiving the Prime Minister's Award for the first time in Seoul in last year's evaluation by the Ministry of SMEs and Startups, and this year ranked first in the comprehensive evaluation in the regional specialized medical technology category hosted by the Ministry of Health and Welfare.
Additionally, to resolve the imbalance between the old and new downtown areas accompanying the growth of Magok district, the district is actively promoting urban regeneration projects focusing on alleys, traditional markets, and low-rise residential areas.

Mayor Noh Hyun-song of Gangseo-gu said, “We expect the district's competitiveness to further increase through the growth of Magok district, achievement of airport height restriction relaxation, and activation of urban regeneration projects,” adding, “Based on harmonious growth that embraces all regions, generations, and classes, we will secure the highest level of local autonomy competitiveness nationwide.”
