Jeonnam Governor Kim Young-rok Presents Next Year's Provincial Administration Direction Including 'Safety and Job Creation'

[Muan=Asia Economy Honam Reporting Headquarters Reporter Yoon Jamin] Kim Young-rok, Governor of Jeollanam-do, submitted the 2021 Jeonnam Province budget proposal amounting to 9.2 trillion won at the 2nd regular session of the 348th Jeonnam Provincial Council on the 24th.
The direction for next year's provincial administration focuses on residents' safety, stabilization of low-income households, job creation, and strengthening future growth engines.
Governor Kim said, "The core of the 2021 provincial administration will focus on residents' safety, stabilization of low-income households, job creation, and strengthening future growth engines. We will boldly challenge together with the residents so that the post-COVID new normal era can become an opportunity."
To this end, the province plans to prioritize three core projects: the establishment of a national medical school and hosting COP28, the proclamation of the first year for carbon neutrality promotion, and the creation of an 8.2GW large-scale offshore wind power complex, along with the Blue Economy and residents' happiness policies.
In particular, the establishment of the national medical school will be promoted so that a university hospital and lecture campus are newly established in the eastern and western regions respectively, fulfilling the 30-year wish of residents as the need for infectious disease response capabilities has increased.
For COP28, efforts will be made to host it in the southern coast and southern central region centered on Yeosu by consolidating capabilities with Gyeongnam, and next year will be declared the first year of 'Jeonnam Province Carbon Neutrality Promotion by 2050' with follow-up measures prepared.
The creation of the 8.2GW large-scale offshore wind power complex, a Jeonnam-type win-win job project, plans to hold a 'win-win job proclamation ceremony' including a 'regional balanced New Deal agreement ceremony' in January next year.
The new millennium development strategy of Jeonnam, 'Clean Jeonnam Blue Economy,' with six major projects, will lead the success of the government's 'Korean New Deal' pursuing a transition to a leading economy.
Among them, Blue Energy will accelerate Jeonnam's leap to a global energy new industry capital through ▲establishing a secondary battery recycling industrialization platform ▲full operation of the Naju Energy Valley small-scale R&D special zone ▲construction of the Korea Energy University campus within the first half of the year.
Blue Tour will proceed steadily with ▲the new growth tourism belt of the southern coast ▲inclusion in the national plan for the Mahan historical and cultural zone maintenance plan ▲opening of the provincial art museum ▲construction of the Namdo Uibyeong History Park.
Blue Bio focuses on ▲applying for the national advanced medical complex ▲establishing a national immune therapy platform to lead the immune, cell therapy, and biopharmaceutical industries ▲full operation of the national microbial demonstration support center to lay the foundation for vaccine development and commercialization ▲securing budget and groundbreaking for the National Cardiovascular and Cerebrovascular Center.
Blue Transport will ▲early establish a testbed for future-type flying vehicles and attract anchor companies ▲induce startups in the 'unmanned aerial vehicle specialized industrial complex' to be completed in 2023 using the drone knowledge industry center ▲promote the distribution of 9,000 e-mobility units by 2023.
Blue Agriculture and Fisheries will ▲build a comprehensive logistics center in the metropolitan area for Jeonnam agricultural products ▲make all-out efforts to attract a climate change response agricultural research institute and experience and education complex ▲introduce the first-ever dried seaweed quality control system nationwide to establish a foothold for achieving a $300 million seaweed export project.
Blue City will ▲actively create the complex cultural space 'Sani Garden' and ▲start construction of an 'income-guaranteed housing complex' using solar power plants. It also plans to include the 'RE100 exclusive pilot complex' in the government's K-New Deal comprehensive plan.
Additionally, the regional balanced New Deal will focus on ▲building a green hydrogen mega cluster ▲creating a profit-sharing type farming solar power complex ▲developing a public ESS ecosystem.
Along with Gwangju Metropolitan City, Jeonbuk, and Gyeongnam, the province will actively discover 'super-regional cooperation projects' to develop new growth engines, and next year, residents' happiness policies will be more meticulously refined, newly introduced, and support will be greatly expanded.
Major happiness policies include ▲introducing a special allowance (50,000 won) for workers at elderly care facilities ▲paying honorary allowances of 60,000 won and 20,000 won monthly from next year to May 18 veterans and war veterans ▲introducing a career connection voucher system for women with career interruptions ▲providing 2 million won wedding congratulatory money per young couple ▲providing 500,000 won per household for purchasing childcare products for families with multiple children ▲adding two annual treatments for infertile couples under the Jeonnam model ▲expanding newborn childcare expenses from 300,000 to 500,000 won.
Furthermore, the Jeonnam Happiness Community creation policy will be fully implemented. From next year, for three years, 1,000 villages annually will receive 3 million won per village to clean and beautify their villages through the 'Village Making 1000 Project' where residents take the initiative.
To commemorate and inherit the world peace spirit of former President Kim Dae-jung, the 'Kim Dae-jung Peace Conference' will be held in October, and the 'Kim Dae-jung-Nelson Mandela Peace Park' and 'Honam Region Peace Plus Unification Center' will be established. Expansion of wide-area SOC connecting various regions within the province will also be actively pursued.
The 'Boseong-Suncheon' section of the Gyeongjeon Line is being promoted as a fast track, actively negotiating simultaneous connection of the entire Namhae Coast Railway by 2023, and the 'Jeolla Line high-speed railway' will be included in the '4th National Railroad Network Construction Plan.'
The 'Gwangju-Goheung' expressway and others will be included in the '2nd Expressway Construction Plan,' and active response will be made to the final confirmation of the '5th National Road and National Road Construction Plan (draft)' for 12 districts including Chupo-Bigeum.
