Wando-gun Shines in Government Evaluation for Local Regulatory Innovation Achievements
Discovered 70 Regulatory Difficulties, Local Governments Selected as Government Excellent Institutions
[Asia Economy Honam Reporting Headquarters Reporter Choi Kyung-pil] Wando-gun, Jeollanam-do (Governor Shin Woo-cheol) announced on the 18th that it has been selected as an excellent institution for the first time in Jeollanam-do in the ‘2020 Local Regulatory Innovation Excellent Institution Certification System’ conducted by the Ministry of the Interior and Safety, receiving an excellence certification plaque and financial incentives.
The ‘Local Regulatory Innovation Excellent Institution Certification System’ is a system introduced by the Ministry of the Interior and Safety since 2018 to induce autonomous competition among cities and counties and strengthen local regulatory innovation capabilities.
The selection of excellent institutions is made by a joint public-private certification review committee, which evaluates 15 detailed diagnostic items in common areas such as regulatory innovation foundation, process, and performance, as well as 6 detailed diagnostic items by field, through a first round of document review and a second round of on-site inspection.
This year, among the nationwide basic local governments, nine places including Wando-gun were newly selected as certified institutions, and the selected institutions will receive certification plaques and financial incentives in January next year.
Wando-gun received high evaluations in all indicators such as regulatory innovation foundation, process, and the interest of the head of the institution based on the strong will of the head of the institution for regulatory innovation and an innovative mindset by operating a ‘Visiting Regulatory Reporting Center’ and actively utilizing the ‘Regulatory Proof Responsibility System’ to verify and improve whether regulations should be maintained regarding regulatory improvement tasks suggested by residents and companies.
In particular, they frequently informed the progress of regulatory difficulties suggested by residents and companies, and based on this, discovered 70 regulatory improvement tasks by field and proposed them to central government ministries.
Among them, two cases, ‘Resolving issues in exercising fishery rights’ and ‘Simplifying boarding procedures for island residents,’ were selected as cases of resolving regulatory difficulties through proactive administration to improve maritime transportation convenience for island residents, and the proposal to ‘Abolish the deposit return regulation for water supply construction contractors’ was accepted as a local regulatory improvement case by the Ministry of SMEs and Startups (Ombudsman).
Additionally, seven cases including ‘Extension of fish stocking and shipment reporting periods when reporting natural disaster damage’ were selected as regulatory innovation improvement cases in daily life, achieving significant results.
Governor Shin Woo-cheol said, “We will continue to listen to difficulties felt on the ground through continuous regulatory innovation, actively discover regulations suitable for local conditions, and do our best to resolve difficulties of small business owners such as self-employed people who are suffering greatly due to COVID-19 and revitalize the local economy.”

Meanwhile, in September, Wando-gun received the grand prize and a financial incentive of 100 million won by presenting a regulatory innovation case of ‘Expansion of foreign seasonal workers’ permission in the fishery sector, the first pilot operation nationwide’ at the ‘2020 Local Regulatory Innovation Excellent Case Competition’ conducted by the Ministry of the Interior and Safety.
