Construction of Public Parking Lots in Mokdong, Sinjeong-dong, and Sinwol-dong, Yangcheon-gu
From Small-Scale Resident Community Parking Lots to Large Underground Public Parking Lots with 149 Spaces, a Total of Approximately 215 Spaces Secured, Scheduled for Sequential Completion Starting Late This Year
[Asia Economy Reporter Park Jong-il] Yangcheon-gu (Mayor Kim Soo-young) will newly establish three public parking lots (total about 215 spaces) in Mok-dong, Sinjeong-dong, and Sinwol-dong from the end of this year to the first half of next year to improve parking convenience for residents.
Considering that the average parking lot acquisition rate in Yangcheon-gu is 109.7%, while the average acquisition rate in Seoul is 139.7%, parking spaces are somewhat insufficient, and especially measures are needed to resolve parking difficulties in densely populated residential areas.
Accordingly, the district has prepared and is carrying out a plan to secure parking spaces suitable for the local conditions of each neighborhood in Mok-dong, Sinwol-dong, and Sinjeong-dong throughout this year, and announced that the parking lots will be completed sequentially from the end of this year.
First, in the Mok-dong area, as a result of continuously searching for parking lot sites mainly on vacant houses where it is easy to create parking lots, space was secured to build a resident community-type parking lot at 527-1, Mok 2-dong, which is scheduled to be completed by the end of this year.
A resident community-type parking lot is a parking lot combined with parking spaces and a resident community space. Although it is a small-scale parking lot with about six parking spaces, unlike other public parking lots, a small resident community space with flower beds and benches is provided in front of the parking lot.
Meanwhile, in Sinwol-dong, the foundation for the creation of a large-scale public parking lot is being established through the underground parking lot construction project at 948, Sinwol 7-dong, Yangcheon Middle School. This parking lot construction project, planned together by Sinwol-dong residents including parents, Yangcheon Middle School, Yangcheon-gu Office, and Gangseo Yangcheon Office of Education for regional development and students’ safe commuting, was the only one selected among Seoul’s autonomous districts last year for the ‘Living SOC Complex Project.’
The underground public parking lot to be built in Sinwol 7-dong will have about 149 spaces, and various ‘resident community rooms’ will be created in the aboveground living culture center to activate voluntary cultural participation by residents.
The district announced that the underground public parking lot construction project has already passed investment reviews by Seoul City and Seoul Metropolitan Office of Education, and after deliberation by the Seoul City Council in December this year, design services will be promoted and construction will begin from next year, with completion scheduled for 2022.
Finally, a public parking lot will also be created in Sinjeong-dong. In October 2017, with the change of the Sinjeong Redevelopment Promotion District Redevelopment Promotion Plan, the area around 1203-11, Sinjeong 3-dong was designated and announced as a parking lot, laying the foundation for the creation of a public parking lot in Sinjeong-dong.
Subsequently, with the cooperation of residents including members of the Sinjeong 2-1 Redevelopment Promotion Area association, about 400 pyeong of donated land was actively utilized to create a public parking lot with about 60 spaces in a two-level structure on the first floor.
The district stated that since no separate land acquisition cost is required for the Sinjeong-dong parking lot site, the public parking lot can be created quite economically and efficiently.
Currently, design services are underway this month, with design completion scheduled for December, construction starting early next year, and completion expected before March.
The Sinjeong-dong public parking lot is expected to play a significant role in alleviating parking difficulties around Sinjeong Intersection’s commercial facilities and nearby multi-family housing.

Kim Soo-young, Mayor of Yangcheon-gu, said, “As a result of continuous efforts to secure parking lot sites to resolve parking difficulties, public parking lot construction plans to alleviate parking problems were implemented in Mok-dong, Sinjeong-dong, and Sinwol-dong, respectively. In addition, we will continuously prepare various measures to expand parking spaces for the convenience of local residents, such as promoting smart parking sharing systems that efficiently utilize existing parking lots.”
