View original image[Asia Economy Honam Reporting Headquarters Reporter Lee Jun-kyung] The Jeollanam-do Provincial Council announced that Chairman Kim Han-jong attended a press conference held at the National Assembly on the 17th, urging the enactment of the Local Council Act.
The press conference was organized by National Assembly member Lee Hae-sik, who is the chief proposer of the local council bill, to discuss necessary institutional improvements for the legislative activities of local councils.
Chairman Kim Han-jong emphasized, “Korean local autonomy will mark its 30th anniversary next year. Local councils have strived to reflect the diverse demands of residents in autonomous administration and lead regional development through enacting and revising ordinances, reviewing budgets, and auditing administrative affairs.”
He continued, “However, contradictory institutional issues such as the lack of personnel authority for local councils and the shortage of professional staff to support the legislative activities of local council members have not been resolved over the past 30 years.”
Furthermore, he stated, “The revision of the Local Autonomy Act has not been reflected in the National Assembly,” and added, “To strengthen the status of local councils, it is necessary to enact an independent Local Council Act, similar to the National Assembly Act.”

He also said, “The local council bill is highly significant as it is necessary for the performance of legislative activities of local councils and presents the roles and development directions of local councils,” and “I strongly urge that it passes through the National Assembly within the term of the 21st National Assembly.”
