Foreign School and Children's Library Staff Also Required to Complete at Least 4 Hours of Safety Training Annually
Enforcement Decree of the 'Children's Safety Act' Passed at Cabinet Meeting
10 Additional Facilities Added Beyond the Existing 12 Types of Children's Use Facilities
[Asia Economy Reporter Jo In-kyung] In the future, workers at child-use facilities must receive at least 4 hours of 'Child Safety Education' annually, which includes more than 2 hours of practical training such as first aid, to prepare for emergency situations involving children.
The Ministry of the Interior and Safety announced on the 17th that the draft enforcement decree of the 'Child Safety Management Act,' which includes these provisions, was passed at the Cabinet meeting.
The enforcement decree first added 10 types of facilities frequently visited by children, in addition to the 12 child-use facilities defined in the existing law, such as daycare centers, kindergartens, elementary schools, and child welfare facilities, as places requiring first aid training.
The newly included facilities are foreign educational institutions (equivalent to kindergartens and elementary schools), science museums (with a total floor area of 10,000㎡ or more), public libraries (building area of 264㎡ or more), social welfare centers, Early Childhood Education Promotion Institutes, residential facilities for the disabled, community rehabilitation facilities for the disabled, international schools, foreign schools, and alternative schools.
Accordingly, the total number of types of child-use facilities regulated by law has increased to 22, with approximately 94,000 facilities nationwide, and the number of education targets working at these places is estimated to reach about 775,000.
The enforcement decree also allows the Minister of the Interior and Safety, heads of related central administrative agencies, and heads of local governments to issue improvement recommendations or corrective orders to guardians or managers of child-use facilities based on the results of surveys and on-site inspections.
Furthermore, when the Minister of the Interior and Safety establishes and disseminates a 'Comprehensive Child Safety Plan' every five years, local governments and related organizations must also establish their own annual implementation plans.
This enforcement decree will take effect on the 27th together with the law.
Minister Jin Young of the Ministry of the Interior and Safety said, "I hope the enforcement of the Child Safety Act will be an opportunity to take a step forward in creating a happy and safe environment for children," and urged, "I ask community members, including workers at child-use facilities, to actively participate along with the state and local governments."
