President Moon Chairs 3rd Korea New Deal Meeting, Full Attendance from Party, Government, and Blue House... "Digital and Green New Deal, a Civilizational Paradigm Shift"

President Moon Jae-in said this on the 16th while presiding over the '3rd Korean New Deal Strategy Meeting' at the Dongdaemun Design Plaza (DDP) in Seoul. The Korean New Deal strategy meeting that day was a gathering where the Blue House, government, and ruling party (Democratic Party of Korea) all came together to reaffirm their commitment to future development strategies.
President Moon said, "The digital revolution and the green revolution represent a civilizational paradigm shift, becoming an era-wide challenge that transcends ideology, political factions, and national borders," adding, "It is unavoidable, and there is no other choice. Rapidly transitioning to a digital and low-carbon society and economy is the only path to survival, development, and a strategy to move forward into the future."
This 3rd strategy meeting was the event with the largest gathering of party, government, and Blue House officials since the launch of the Korean New Deal. It was organized under the theme "My Life, Our Region, Korea’s Future Transformation" to concretely showcase Korean New Deal projects that the public can feel directly.
The Blue House explained, "The Dongdaemun Design Plaza (DDP), selected as the venue for the 3rd Korean New Deal Strategy Meeting, is the world's largest three-dimensional non-standard architectural structure, breaking the conventions of traditional architectural grammar and marking a new milestone in domestic architectural technology. The innovative symbolism of the DDP, where past, present, and future coexist, aligns with the Korean New Deal policy goal of advancing as a global economic leader through fostering new industries and harmonizing human-centered values, which is why it was chosen as the venue."
The event began with a report by Deputy Prime Minister and Minister of Economy and Finance Hong Nam-ki on the full-scale promotion and expansion strategy of the Korean New Deal, followed by presentations from four subcommittees of the Democratic Party’s National Crisis Overcoming Future Transformation K-New Deal Committee, a comprehensive presentation, and discussions among attendees.
Lee Nak-yeon, Chairman of the Democratic Party’s K-New Deal Committee (Party Leader), introduced the results of the on-site supreme council meeting to review balanced development and the progress of the Korean New Deal and promised to complete the legislative tasks related to the Korean New Deal without fail.
Deputy Prime Minister Hong Nam-ki announced strategies to lead changes in the lives of the people and the economy through ▲ active fiscal investment of 4.8 trillion won in the 2020 supplementary budget and 21.3 trillion won in 2021, ▲ regulatory and institutional improvements including 10 major future transformation legislations, ▲ establishment of a policy-type New Deal fund worth about 4 trillion won and promotion of New Deal infrastructure funds, and ▲ comprehensive regional expansion and concrete incentives and institutional improvements to enhance public perception.
Kang Byung-won, head of the Digital New Deal subcommittee, gave a presentation titled "Imagination to Reality, Digital New Deal Growing the Happiness of the People, A Day in the Life of Kang Byung-won," explaining in detail how life will change after the Digital New Deal through autonomous driving on smart roads, the national secretary (Gukmin Biseo) where the smart government takes care of citizens’ daily lives, the digital Jiphyeonjeon for free reading and lifelong learning, the K-Health portal, and AI personal doctors for all citizens.
Through a video connection, Kwon Soon-yong, director of Seoul Eunpyeong St. Mary’s Hospital, also introduced cases of digital transformation in the healthcare sector such as AI voice reading. Seoul Eunpyeong St. Mary’s Hospital was the first in the world to establish a system that uses voice recognition AI technology and robotics to accurately and thoroughly input medical staff’s patient treatment details into electronic medical records anytime and anywhere.
Kim Seong-hwan, head of the Green New Deal subcommittee, presented "The Great Civilizational Shift and the Green New Deal Changing My Life." He emphasized that the world has embarked on a 30-year journey toward carbon neutrality by 2050, a challenge more dangerous than COVID-19, which is both a crisis and an opportunity for the Korean economy. He explained with examples how the Green New Deal to overcome this climate crisis has changed the life of Mr. K living in Dangjin, Chungnam by 2050.
A video connection was also made with Park Il-jun, president of Korea East-West Power. The Gaduk Mountain wind power plant is a resident-participation project invested in by about 1,400 citizens of Taebaek City, with an expected annual return of around 8%. President Park stated that they will continue to expand resident-participation renewable energy projects that share profits with local residents and lead the 2050 carbon neutrality drive.
Kim Min-seok, head of the Social New Deal subcommittee, gave a presentation titled "Completing an Innovative Inclusive Nation with a Social New Deal that Puts People First, Invests in People, and Nurtures People." Kim introduced various cases such as the nationwide expansion of green and smart integrated senior centers and playgrounds led by the public sector, and K-Lifelong Learning suitable for a 100-year lifespan. He particularly emphasized expanding infrastructure to create one million social service and knowledge service jobs.
Kang Hoon-sik, head of the Regional Balanced Development subcommittee, presented "The Nightscape of Korea is Changing." Kang introduced the ultra-wide area railway network combining ultra-wide area and Green New Deal, ultra-wide area autonomous driving mobility zones combining ultra-wide area, Digital New Deal, and Green New Deal, a digital pass enabling integrated reservation and payment for all transportation modes, and a local venture investment fund involving local public enterprises to revitalize local venture companies.
Lee Kwang-jae, head of the K-New Deal Headquarters, emphasized that the Korean New Deal will be the beginning of a great challenge toward the future. He said that the Korean New Deal, including the digital Jiphyeonjeon and health medical portal, will bring significant changes to our lives and that bold regulatory reforms are necessary.
President Moon said, "The roles of the party and the National Assembly are very important. The Korean New Deal must continue to evolve and develop," adding, "The government will actively support the party’s efforts. Establishing an institutional foundation is especially important to ensure the Korean New Deal is implemented without wavering."

Meanwhile, after the comprehensive presentation, a closed-door discussion among all attendees was held. The Blue House explained, "Participants agreed that legislative and budgetary support is paramount for the success of the Korean New Deal, and, as the slogan of today’s event states, they pledged to move further into the public to ensure that the achievements of the Korean New Deal permeate the lives of the people and every corner of the country."
