Jeonnam Province Allocates 57 Billion Won for Rice Management Stabilization Measures
[Asia Economy Honam Reporting Headquarters Reporter Yoon Jamin] Jeonnam Province announced on the 20th that it will provide 57 billion KRW in "Rice Management Stabilization Funds" to stabilize the management of rice farming households that have suffered difficulties due to consecutive natural disasters such as typhoons this year.
The support targets are farmers who have their address in Jeonnam and directly cultivate rice on farmland located within the province with an area of 0.1 hectares (1000㎡) or more. Farmland participating in the paddy field crop cultivation support project will also be exceptionally included for support.
The payment criteria are based on the number of rice farming households and rice cultivation area by city and county, and payments will be made in the form of direct payments according to the cultivation scale, with a limit of 2 hectares per household. This year, about 123,000 farmers in the Jeonnam region are targeted, and the average payment unit price is expected to be around 640,000 KRW, similar to last year’s level.
The Rice Management Stabilization Funds are project funds supported by Jeonnam Province separately from the government-supported public direct payments.
It has been implemented since 2001 to sustain and maintain the rice industry, which faces difficulties due to frequent disasters and to alleviate concerns caused by rice market liberalization, as well as to preserve the income and stabilize the management of rice farming households.
Despite the continuous decrease in rice cultivation area and farming population, the province has been increasing support for the Rice Management Stabilization Funds. In 2011, an average of 440,000 KRW per hectare was paid, but last year it increased to an average of 640,000 KRW per hectare.
In particular, the project funds, which were 18 billion KRW in 2001, increased to 855 billion KRW last year. This is the largest amount among the eight metropolitan cities and provinces that provide management stabilization funds to rice farming households.

Park Cheolseung, Director of the Food and Horticulture Division of Jeonnam Province, said, “Despite poor financial conditions, Jeonnam supports the largest amount of Rice Management Stabilization Funds nationwide,” and added, “We hope that the funds will be paid promptly so that the difficulties of rice farming households affected by this year’s typhoon-related rice yield reductions can be alleviated.”
