According to the police investigation, after the 'Gwanghwamun rally,' when the second wave of COVID-19 infections was spreading nationwide, an epidemiological investigator requested A to submit the list of about 30 church believers led by A, but A consistently gave false testimony such as denying attendance, deliberately concealing the fact of participation.

The Mokpo police stated, "Refusal of epidemiological investigation is a serious major cause of the spread of COVID-19 in the local community, so we plan to strictly punish it," and added, "Refusal or obstruction of epidemiological investigation is punishable by up to two years imprisonment or a fine of up to 20 million won under the Infectious Disease Control and Prevention Act, and claims for quarantine costs may also be made.
