Living in Station-Area Youth Housing and Driving Genesis... Seoul City Strengthens Vehicle Registration Standards
[Asia Economy Reporter Onyu Lim] The Seoul Metropolitan Government announced on the 4th that it will strengthen the vehicle registration criteria for transit station area youth housing and evict residents who own inappropriate vehicles.
Seoul has established a price criterion allowing only vehicles priced at 24.68 million KRW or less to be registered in unavoidable cases such as livelihood. Livelihood vehicles are restricted to cargo trucks and bongos used for carrying work tools such as goods delivery, electrical work, and interior work.
For two-wheeled vehicles, the purpose of use has been specified, allowing only vehicles of 125cc or less for livelihood purposes such as delivery and courier services. To register, supporting documents such as photos taken during delivery must be submitted.
For infants requiring accompaniment by a guardian, the age limit has been set to 6 years or younger. Vehicle registration for pregnant women and disabled persons with mobility difficulties will continue to be allowed as before.
Transit station area youth housing generally requires no vehicle ownership or use except in unavoidable cases such as livelihood and child protection. However, it was found that some residents own medium and large vehicles by utilizing exceptions. According to the strengthened criteria, Seoul investigated registered vehicles in 2,397 households across six transit station area youth housing sites and detected 17 vehicles inappropriate for their intended use, including 9 for livelihood, 2 for infants, and 6 two-wheeled vehicles. Among these were medium and large vehicles such as Grandeur, Genesis, and Carnival.
Inappropriate vehicles were mainly detected in private rental housing, where income and asset criteria are relatively lenient. Seoul has instructed owners to dispose of these vehicles by the end of this month. If they continue to retain them, eviction measures will be taken, and penalties for breach of contract will be imposed on rental operators.

Kim Seong-bo, head of the Housing and Architecture Headquarters of Seoul City, said, "This measure aims to uphold the purpose of the transit station area youth housing project and reduce discord among residents caused by high-priced vehicles to create a space for living together."
