The administrative service quality index survey conducted by the Korea Standards Association targeted a total of 47 local governments, including 25 autonomous districts of Seoul, 16 cities in Gyeonggi Province with populations over 300,000, and 6 districts in Incheon Metropolitan City.
The average service quality survey score of the 25 autonomous districts of Seoul was 68.7 points, with Jongno-gu receiving 71.5 points, recording the highest score among the 25 districts of Seoul.
Considering that Seongnam City, which received the highest score among Gyeonggi Province local governments, scored 68.8 points, and Yeonsu-gu in Incheon scored 67.6 points, Jongno-gu ranked first overall among the metropolitan area local governments surveyed this time, following its 2019 ranking, making it the undisputed number one nationwide.
This result was obtained by surveying residents who had used administrative services in the area at least once in the past six months on ▲Core Services (provision of desired administrative services) ▲Publicness (fair task processing, provision of helpful information) ▲Kindness (polite response, sincere explanation to aid understanding) ▲Proactiveness (accurate and appropriate notification of progress, handling of customer complaints and dissatisfaction) ▲Reliability (possession of knowledge and ability suitable for tasks, provision of administrative services within promised time) ▲Appropriateness (proper handling of requested tasks, completion of administrative services without duplication) ▲Accessibility (convenient location and transportation conditions for visits, arrangement of necessary facilities for easy finding) ▲Convenience (well-equipped customer convenience facilities, convenient parking facilities, ease of obtaining information online) ▲Pleasantness (cleanliness and pleasantness of facilities, auxiliary facilities, and surrounding environment).

District Mayor Kim Young-jong said, “The record of being number one in the quality index for two consecutive years is especially meaningful because it is the result of direct evaluations by residents who have personally experienced Jongno-gu’s administrative services,” adding, “This achievement is entirely thanks to the staff who have worked tirelessly to implement administration trusted by residents. Based on the trust and support of the residents, we will do our best to complete the remaining term of the 7th local government with the vision of ‘People-centered Premium City Jongno.’”
