Gwangju City Extends 'Emergency Livelihood Support for Vulnerable Households'
Until November 6... Significant Relaxation of Income Reduction Criteria
[Asia Economy Honam Reporting Headquarters Reporter Park Seon-gang] Gwangju Metropolitan City announced on the 27th that it will relax the criteria for the government’s 2nd Emergency Disaster Relief Fund, one of which is the ‘Emergency Livelihood Support for Crisis Households,’ and extend the application period to overcome the COVID-19 crisis.
Originally, the target for the ‘Emergency Livelihood Support for Crisis Households’ was households with a standard median income of 75% or less and assets of 600 million KRW or less, whose income decreased by 25% or more due to COVID-19, making livelihood difficult.
However, to support more low-income crisis households who did not receive benefits from COVID-19 damage support projects, the application criteria will be relaxed and the project will be changed to simplify application documents.
The main changes include ▲ addition of crisis reasons (adding crisis households with income decreases other than the existing 25% or more income decrease) ▲ relaxation of application targets (those whose income decreased due to changing from wage income earners to self-employed or vice versa) ▲ simplification of application documents (possible to apply without income decrease report by using bank transaction statements, and for daily workers or small business owners who cannot objectively prove income, self-declaration of income decrease is accepted).
According to this relaxation of criteria, the application deadline will also be extended from the end of this month to the 6th of next month.
The emergency livelihood support fund will be paid once in cash after determining the recipients through investigation of applicants’ income and assets, with 400,000 KRW for single-person households, 600,000 KRW for two-person households, 800,000 KRW for three-person households, and 1,000,000 KRW for households of four or more, to be paid between November and December.
However, households receiving basic livelihood benefits, emergency welfare support, or benefits from existing welfare systems or COVID-19 damage support projects such as the Small Business New Hope Fund are excluded from support.
Also, priority payment will be made to those with income decreases of 25% or more, and among other income decrease cases, payments will be made in order of priority considering the rate of decrease within the budget range.

Park Hyang, Director of the Welfare and Health Bureau of the city, said, “Since the support criteria and application documents for emergency livelihood support have been simplified, we hope that people will apply within the deadline.”
