[Asia Economy Reporter Lee Gwan-joo] On the occasion of the 75th anniversary of 'Police Day,' Commissioner General Kim Chang-ryong of the National Police Agency pledged to complete police reforms, including the adjustment of investigative authority, and to become a 'prepared public safety expert.'
In his congratulatory speech at the Police Day ceremony held on the morning of the 21st at the Police Human Resources Development Institute in Asan, Chungnam, Commissioner Kim stated, "We will surely complete police reforms by honoring the public will embodied in the adjustment of investigative authority."
Commissioner Kim emphasized, "We will closely cooperate with the prosecution to create an opportunity to further strengthen the nation's overall investigative capabilities," adding, "We will enhance fairness and accountability in the investigative process and internalize a human rights-friendly culture to achieve world-class skills and expertise."
He also addressed the 'autonomous police' system, which has faced backlash from field officers due to its sudden change to a unified model. Commissioner Kim said, "We will carefully design and promote the autonomous police system to firmly establish the foundation of a sustainable police system," and pledged, "We will harmonize the values of safety and decentralization to promptly respond to community demands and serve residents with sincerity."
Through these police reforms, Commissioner Kim declared a paradigm shift toward prevention-centered policing as a foundation for securing a 'higher level' of safety. He stated, "We will focus police activities on prevention and proactively block crime opportunities," and stressed, "We will become 'prepared public safety experts' whom the public can trust and rely on in any situation."
