[Asia Economy Reporter Hyunju Lee] Next year's selection of new students for national, public, and private kindergartens will be conducted by a lottery system without duplicate selections.
The Ministry of Education announced on the 16th that the 'First School' parent membership registration service for recruiting new kindergarten students for the 2021 academic year will begin on the 30th.
First School is a system that allows admission procedures to be completed online without visiting the kindergarten in person. Since last academic year, all national, public, and private kindergartens under the 17 metropolitan and provincial offices of education have been required to participate.
This year, the general recruitment lottery method has been improved from allowing duplicate selections based on preference order to restricting duplicate selections. Children selected at their first-choice kindergarten will be excluded from the lottery for their second and third choices. Therefore, selection at the first-choice kindergarten becomes crucial, and the possibility of being selected as a waitlist candidate decreases, requiring parents to make careful choices.
Results of the application and selection process on First School can also be checked via mobile. However, if the application was made on-site, mobile service is not available, so parents must check directly with the respective kindergarten.
The general recruitment period will have the main application from the 18th to the 20th of next month, and for the first time this year, pre-registration will be accepted. On November 16th, participants from city areas can apply, and on the 17th, those from provincial areas can participate.
Priority recruitment is conducted only for eligible children such as those from legally low-income families, national veterans, and North Korean defectors' families, with applications starting from the 2nd of next month. From this application, verification of national veterans' eligibility will be linked with the Administrative Information Joint Use Service, enabling online verification without the need to issue a veterans' certificate.

Deputy Prime Minister and Minister of Education Yoo Eun-hye emphasized, "From the 2020 academic year, 100% of kindergartens have participated in First School, and this year all kindergartens are participating as well, so we expect admission management to be conducted fairly," and added, "We ask for the active cooperation of kindergarten principals."
