Gwamagi and Squid Drying Yard Labor Shortage... Pohang City Urgently Deploys 90 Foreign Residents
Ministry of Justice Temporarily Allows Foreigners on Visiting Cohabitation (F-1) and Non-Professional Employment (E-9) Visas
[Asia Economy Yeongnam Reporting Headquarters Reporter Park Dong-wook] Pohang City announced on the 14th that it will deploy foreign nationals registered under the temporarily permitted visit cohabitation (F-1) visa by the Ministry of Justice and foreign nationals registered under the expired domestic stay period non-professional employment (E-9) visa to sites facing labor shortages during the drying season of the region's representative specialties, Gwamegi and squid.
Since 2017, Pohang City has annually invited overseas relatives of multicultural families in the area during the Gwamegi production season to secure labor and alleviate manpower shortages in fishing villages, while also promoting happiness through family reunions for migrant women. However, this year, due to the ongoing spread of COVID-19, it has been difficult to utilize foreign seasonal workers.
Accordingly, Pohang City began accepting applications mainly from foreign nationals residing in Korea starting in August and ultimately recruited a total of 90 people (78 F-1 visa holders and 12 E-9 visa holders).
They will receive permission to engage in activities outside their visa status and will be employed in seafood drying (Gwamegi and dried squid production) households from October 31 for 90 to 150 days, earning wages above the minimum wage.

Jung Jong-yong, Director of the Fisheries Promotion Division of Pohang City, stated, "Due to COVID-19, it was difficult to bring in foreign seasonal workers this year, causing great concern about labor shortages in the seafood drying sector at fishing households. The Ministry of Justice's temporary allowance of seasonal work for foreign nationals registered under visit cohabitation and non-professional employment visas has been a great help in resolving manpower shortages in fishing villages."
