The Anti-Corruption and Civil Rights Commission Investigates the 'In-Guk-Gong Incident'... Also Examines 'Unfairness Issues'

[Asia Economy Reporter Moon Chaeseok] The Anti-Corruption and Civil Rights Commission announced on the 13th that it has launched an investigation into the controversy surrounding the regularization of non-regular workers at Incheon International Airport Corporation (In-guk-gong), commonly referred to as the 'In-guk-gong incident.'
This is a follow-up measure after last month when the In-guk-gong regular workers' union filed a grievance complaint with the Commission, claiming that the Ministry of Land, Infrastructure and Transport failed to properly supervise the work and agreed to the corporation's hasty direct employment plan for security screening personnel, thereby fueling public conflict.
The Commission also plans to review grievances raised by some security screening personnel who requested to remain with the subsidiary if they fail the open recruitment process for direct employment.
Additionally, the Commission intends to examine issues of unfair hiring raised by job seekers amid the In-guk-gong incident.
The Commission plans to thoroughly investigate procedural legitimacy issues related to labor-management agreements and regularization guidelines, protection of existing workers, and employment methods to mediate the conflict.
Since receiving the complaints, the Commission has been reviewing related materials and will listen to the positions of In-guk-gong, the Ministry of Land, Infrastructure and Transport, and other related agencies, as well as the corporation and the security screening personnel union this afternoon.
Hwang Hoyoon, Director of the Grievance Handling Bureau at the Commission, stated, "The transition of non-regular workers to regular positions in the public sector must be based on fairness and equity, including guaranteeing employment opportunities," adding, "We will do our best to resolve labor-management and inter-union conflicts."

On the afternoon of August 1st, participants held placards and shouted slogans at the "Cultural Rally Urging Transparent and Fair Regular Employment Conversion" hosted by the Incheon International Airport Corporation Labor Union at Gwangtonggyo Bridge, Cheonggyecheon, Seoul.
The union stated, "We are not against regular employment conversion, but against unilateral conversion without labor-management agreement," and demanded, "Immediately stop the hastily pushed regular employment conversion and communicate with the union for a successful transition that meets the public's expectations."
