Meeting on Measures for 'Jodusun Release'... Lee Nak-yeon "Mobilizing All Administrative Power to Protect Citizens"
[Asia Economy Reporter Jeon Jin-young] As child sex offender Jo Doo-soon is set to be released in December, Lee Nak-yeon, leader of the Democratic Party of Korea, held a meeting and urged, "Until legislative measures are enacted, we must mobilize all administrative power to ensure there are no gaps in protecting citizens."
On the 12th, Lee held a meeting at the National Assembly regarding preventive measures related to the release of sexual violence offenders, stating, "Heinous criminals such as child sex offenders must be securely isolated and blocked, and we will create and implement legal measures to eradicate child sexual assault crimes."
He added regarding bills submitted by Democratic Party members, "Some bills face criticism for human rights violations and double punishment," and said, "We will gather various opinions and quickly create and process legislation that can reassure the public."
The meeting was attended by Ansan Mayor Yoon Hwa-seop, as well as lawmakers Jeon Hae-cheol, Kim Cheol-min, Ko Young-in, Kim Nam-guk, and officials from the Ministry of Justice and the National Police Agency to discuss countermeasures.
Democratic Party spokesperson Kang Sun-woo told reporters that day, "Since the legislation will not be applied retroactively to Jo Doo-soon, we shared opinions that specific measures for certain individuals are necessary."
Spokesperson Kang stated, "The police reported that they cannot identify Jo Doo-soon's residential type, such as corridor-style high-rise apartments," and added, "There was an instruction (from Lee) to prepare meticulous measures considering these characteristics."

When asked by reporters whether assigning dedicated personnel to manage and supervise the released Jo Doo-soon poses any legal issues, Spokesperson Kang replied, "There are no problems, but there is no precedent," and added, "While there are no legal issues, discussions between the police and the Ministry of Justice are necessary to take appropriate measures."
