[Asia Economy Reporter Song Seung-yoon] With the arrest of the operator of the controversial website 'Digital Gyodoso,' which unlawfully disclosed personal information of sex offenders and others, investigations into the second-generation operator who inherited the site from him are expected to gain momentum. The site, which was blocked from access following a decision by the Korea Communications Standards Commission (KCSC), has not reopened to date.
On the 8th, Judge Kang Kyung-ho, in charge of warrants at Daegu District Court, held a pre-arrest suspect hearing (warrant review) for Mr. A, a man in his 30s and the first-generation operator of Digital Gyodoso, and issued an arrest warrant citing concerns over evidence tampering and flight risk.
Mr. A is suspected of unlawfully posting personal information and court sentencing results related to suspects and associates involved in digital sex crimes, murder, child abuse, and other cases on the Digital Gyodoso website and Instagram account since March of this year. The number of individuals whose personal information he posted without authorization reaches 166. The related posts amount to approximately 234 cases, including duplicates across different media.

He confessed to all his crimes during the police investigation. With Mr. A now under custody, investigations related to the second-generation operator who took over the site are expected to accelerate. The police are intensively questioning Mr. A about his relationship with the second-generation operator and the possible existence of other accomplices. It is highly likely that Mr. A had some form of contact with the second-generation operator during the handover of the site, so information related to this may emerge during the investigation process, including analysis of seized materials.
The Digital Gyodoso site, which changed its address for the second time, is currently inaccessible following the KCSC's decision to block access. Originally, Digital Gyodoso promptly provided new addresses whenever the site was blocked and reopened almost simultaneously with the address change. However, this time, there has been no sign of resuming operations for five days. The Twitter and Instagram social network service (SNS) accounts, which used to announce new addresses whenever access was blocked, as well as the Telegram chat rooms used for posting notices related to Digital Gyodoso, have all disappeared.

A police official stated, "Although the exact identity of the second-generation operator has not yet been determined, it has been confirmed that they have gone underground online," adding, "We are keeping various possibilities open, including IP circumvention using overseas servers, and are conducting international cooperative investigations."
