[2020 National Audit] "Internet Illegal Videos... Totaling 2,813 Cases"
[Asia Economy Reporter Koo Chae-eun] Internet personal broadcasts (streaming) subject to review for illegal harmful videos have reached 2,813 cases over the past five years. However, the number of personnel responsible for review at the Korea Communications Standards Commission is only 1.5, which is far from sufficient.
According to the "Internet Personal Broadcast Review and Correction Request Status" submitted to the Korea Communications Standards Commission by Cho Seung-rae, a member of the National Assembly's Science, Technology, Information and Broadcasting Committee from the Democratic Party of Korea, domestic internet personal broadcast reviews totaled 2,183 cases and correction requests were 211 cases over the past five years.
Among the 211 actual review cases, obscenity accounted for the largest number with 160 cases. There were 30 cases of profanity, and 21 cases in other categories (discrimination, denigration, cruelty, hate, gambling, sexual violence), with suspension or termination of use being the most common sanctions.
Although there were over 2,000 review requests in five years, correction requests accounted for only 9.66%. Due to the real-time nature of broadcasts, illegal videos need to be detected promptly, but it appears difficult to do so immediately due to the shortage of personnel in charge.
Meanwhile, in the case of YouTube, the status of correction requests by violation type over the past three years shows that among 3,646 cases where access was blocked, violations of other laws (illegal weapons, illegal finance, document forgery, discrimination/denigration, etc.) were the most frequent.

Assemblyman Cho Seung-rae said, "The influence of internet personal broadcasts is growing, and although an average of 60,000 hours of broadcasts are transmitted daily per domestic company, regulation is insufficient," adding, "To actively respond to the rapidly increasing illegal harmful content, it is urgent to prepare improvement measures such as introducing AI systems and increasing response personnel."
