Songpa-gu Distributes Public Worker 'Workforce and Wage Management System' to Local Governments Nationwide
Online Briefing Session to Be Held on September 28 After Distribution Requests from 47 Institutions
[Asia Economy Reporter Park Jong-il] Songpa-gu (Mayor Park Seong-su) has independently developed the ‘Workforce and Wage Management System Ver 2’ for public work participants and is distributing it to local governments nationwide.
Due to the COVID-19 pandemic, employment conditions across the country are becoming increasingly severe. Songpa-gu has also significantly expanded the scale of public work as a job security measure for vulnerable groups and is promoting the ‘COVID-19 Overcome Hope Job Project.’
However, the number of public work participants, which was only about 150 before, has increased sevenfold to 1,030, causing considerable difficulties in registering the information required for wage payments one by one.
Accordingly, Songpa-gu developed a systematic system for efficient wage payment and project management.
The ‘Workforce and Wage Management System Ver 2’ enhances efficiency from the perspectives of the general department, management departments, and workers. The general department inputs information about projects and personnel collectively, and each management department manages attendance and wages based on the pre-entered information. Workers can easily issue wage statements and certificates through this system.
The district had independently developed and operated ‘Workforce and Wage Management System Ver 1’ in 2012. However, with the surge in public work personnel, the need for system improvement arose, and after eight months of effort, it was upgraded to ‘Ver 2.’
In September, Songpa-gu received requests for distribution of this program from 47 institutions in cities, counties, and districts nationwide through a demand survey. On September 28, a non-face-to-face online briefing session was held, providing explanations and Q&A about the ‘Workforce and Wage Management System Ver 2.’ It is expected that the introduction of this system will greatly improve work efficiency in many local governments that currently manage personnel manually.
Meanwhile, Songpa-gu has experience distributing two self-developed systems (‘Senior Official Corruption Risk Diagnosis System’ and ‘Delinquent Vehicle Notification System’) to 60 institutions nationwide. Based on this, the distribution of the ‘Workforce and Wage Management System Ver 2’ will also be promoted swiftly.

Mayor Park Seong-su of Songpa-gu stated, “In a situation where everyone is restrained due to COVID-19, Songpa-gu has taken the lead in setting a precedent for administrative innovation,” adding, “Through nationwide distribution of the ‘Workforce and Wage Management System Ver 2,’ we hope to enhance overall administrative efficiency and increase trust between residents and local governments.”
