Mapo-gu Eases Local Parking Shortage Through Private Parking Lot Sharing
Public-Private Partnership Project Sharing Privately Owned Parking Lots Achieves Sharing of 74 Spaces Across 11 Locations with Alley Sharing Activists and Residents Participation
[Asia Economy Reporter Park Jong-il] Mapo-gu (Mayor Yoo Dong-gyun) is accelerating the alley shared parking project, which shares privately owned parking lots in detached houses, villas, and multi-family houses with others.
To alleviate local parking difficulties, the district has been actively promoting the alley shared parking project since March, along with the nighttime opening of attached parking lots and the resident-priority parking sharing project.
The alley shared parking project, the first of its kind in Seoul initiated by the district this year, is a public-private cooperative project that secures parking spaces by sharing privately owned parking lots in residential areas. Four neighborhoods with severe housing shortages (Sinsu-dong, Seogyo-dong, Yeonnam-dong, Hapjeong-dong) were selected as priority areas for operation.
As a result of alley sharing activists recruited for the project visiting sites and actively distributing promotional materials, the district has currently achieved sharing performance of five nighttime opened attached parking lots (59 spaces) and six alley shared parking lots (15 spaces).
In particular, in the villa alleys of Hapjeong-dong, where parking difficulties are severe, the entire parking spaces of a villa have been operated as an alley shared parking lot with the consent of residents, confirming the potential for spreading a culture of parking lot sharing.
Accordingly, the district plans to expand the project, which was initially conducted in four neighborhoods, to all neighborhoods in the area and actively discover shared parking spaces. Considering that securing new parking lot sites in urban areas is difficult and that building parking lots requires significant budget, the parking lot sharing project can be the most cost-effective solution to alleviate parking difficulties.
Meanwhile, the district is conducting on-site promotional activities by alley sharing activists under the judgment that raising residents' awareness of the necessity of parking lot sharing is most important. However, to prioritize prevention of COVID-19, the activists deliver promotional materials minimizing face-to-face contact during site visits.

Yoo Dong-gyun, Mayor of Mapo-gu, said, “Although the projects promoted by the district are generally delayed due to COVID-19, parking difficulties in the area are becoming increasingly severe, so solving parking problems is a project that the district must actively pursue.” He added, “We hope residents will also work with the district to spread a culture of shared parking through public-private cooperation to alleviate local parking difficulties.”
