"Drinking Water and Beverages Allowed in PC Bangs" ... Seoul City Establishes Detailed Guidelines
On-Site Inspection of 2,750 Locations for Compliance with Quarantine Rules Including Food Intake Ban... Immediate Closure upon Violation
[Asia Economy Reporter Jo In-kyung] To prevent the spread of the novel coronavirus infection (COVID-19), the government has banned the consumption of all types of food inside PC bangs, but Seoul City has decided to allow the consumption of water and beverages. Additionally, minors are restricted from entering PC bangs even if accompanied by a guardian.
On the 16th, Seoul City announced detailed guidelines following the mandatory implementation of core quarantine rules for PC bangs. They also prepared a 'Seoul City PC Bang Detailed Guidelines Q&A' focusing on questions citizens might have.
Since the government lifted the ban on gatherings at PC bangs nationwide from the 14th under the condition of mandatory core quarantine rules, inquiries from citizens regarding the detailed standards have surged. To prevent confusion, the guidelines were created based on major questions identified through the 120 Dasan Call Center and local district offices.
First, the sale and consumption of food inside PC bang facilities are restricted, but the sale and consumption of water and beverages are allowed. Meals for PC bang workers (owners and employees) are also permitted. Customers are prohibited from consuming food brought from outside (excluding water and beverages) inside the PC bang.
Furthermore, minors (under 19 years old) are prohibited from entering PC bang facilities even if accompanied by a guardian.
In addition, PC bangs must install the government's electronic entry log system (KI-PASS), and the member login system used independently by PC bangs cannot replace the electronic entry log. However, electronic entry logs developed independently by local districts are permitted.
The city plans to provide guidance on the entry authentication method using the Zero Pay QR code to be introduced in stores starting from the 18th.
Meanwhile, Seoul City and local districts will conduct on-site inspections of 2,750 PC bangs in the area. According to the city, if even one violation of the core quarantine rules is confirmed, the facility will be subject to a ban on gatherings. Depending on the severity of the violation and the possibility of improvement, legal action under the Infectious Disease Control and Prevention Act (a fine of 3 million KRW) may be taken, and in case of confirmed cases, hospitalization, treatment, and claims for quarantine cost damages (subrogation rights) may be pursued.
Jung Young-jun, Director of Seoul City's Economic Policy Division, said, "We hope business owners will strive for thorough quarantine management so that citizens can use the facilities safely," and added, "Please pay special attention to verifying minors through ID checks."
