[Asia Economy Reporter Jo In-kyung] The Fire Agency announced that the amendment to the 'Fire Facilities Construction Business Act,' which mandates separating fire facility construction from other types of construction and subcontracting it separately, will take effect from the 10th.
Fire facilities such as extinguishing equipment and alarm systems must be installed mandatorily in specific fire safety targets like schools or residential buildings with five or more floors. Until now, most fire facility construction has been handled by general construction companies licensed for fire facility work.
As a result, the primary contractor who won the bid subcontracted to specialized fire companies, causing part of the construction cost to become profit for the contracting company that did not actually participate in the construction. To improve this, the 'Fire Facilities Construction Business Act' was amended last June to require separate ordering of fire facility construction.
The enforcement decree amendment of the 'Fire Facilities Construction Business Act,' which includes exceptions to the separate ordering of fire facility construction, will also be fully implemented from the 10th. Exceptions include ▲construction that must start urgently due to disaster occurrence ▲construction requiring confidentiality related to national defense or national security ▲construction installing new equipment such as automatic fire detection systems in specific fire safety targets ▲installation of emergency alarm systems in specific fire safety targets with a total floor area of 1000㎡ or less ▲alternative bidding, package bidding, technical proposal bidding for detailed design, and technical proposal bidding for basic design under the 'Enforcement Decree of the National Contract Act' and the 'Enforcement Decree of the Local Contract Act' ▲cases where the Fire Agency head recognizes that separating the contract is difficult due to the nature of the construction, such as cultural heritage repair and redevelopment or reconstruction projects, allowing fire facility construction to be subcontracted without separation.
The Fire Agency expects that with this amendment, ordering parties will directly contract with specialized fire companies, and these companies will directly carry out fire construction, reducing the rate of poor-quality fire facility construction and simplifying defect repair procedures.

A Fire Agency official stated, "With the implementation of separate ordering for fire facility construction, the number of eligible bidders will increase from about 1,200 to 6,400, promoting fair competition among fire companies and expanding the selection range for ordering parties, thereby fostering the sound development of the fire industry."
