Dongdaemun-gu Urgently Allocates 11.7 Billion Won in 2nd Supplementary Budget to Overcome COVID-19
Disaster Management Fund, 4 Billion Won for Local Love Gift Certificate Issuance, Expansion of Free Influenza Vaccination Support... 3 Billion Won Newly Established for Financial Stabilization Fund... 4.7 Billion Won Reduced from Unnecessary Event Expenses and Public Facility Operating Costs
[Asia Economy Reporter Park Jong-il] Dongdaemun-gu (Mayor Yoo Deok-yeol) has prepared a supplementary budget proposal of 11.7 billion KRW for the second supplementary budget of 2020 and submitted it to the Dongdaemun-gu Council on the 8th.
The district prepared this supplementary budget by mobilizing available resources through Seoul city adjustment grants, national and city subsidies, and expenditure restructuring, focusing on preventing the spread of the COVID-19 infectious disease, stabilizing people's livelihoods, safety and maintenance of district facilities, and other urgent projects.
To prepare for urgent disaster relief funds and disinfection supplies required for COVID-19 response this fall and winter, the district allocated 3 billion KRW from the disaster management fund.
In addition, 920 million KRW was allocated for emergency support for vulnerable households, 830 million KRW to expand free influenza vaccination support, and 140 million KRW was invested to expand the website server for real-time COVID-19 alert services, strengthening infectious disease response.
Furthermore, to issue an additional 10 billion KRW worth of ‘Dongdaemun-gu Love Gift Certificates,’ 200 million KRW was allocated for discount compensation, 90 million KRW for establishing a shared foundation office for small business owners in Dongdaemun-gu, 50 million KRW for improving the environment of Cheongnyangni Wholesale Market, and 70 million KRW for installing a Dongdaemun-gu tourist information center, revitalizing the local economy and improving infrastructure.
To recover from continuous rain damage and prevent flood damage, an additional 1 billion KRW was invested in maintenance and management of sewage and river facilities, sewage systems, and rainwater pumping stations, 300 million KRW was allocated for repairing road facilities that have subsided or cracked due to heavy rains, and 680 million KRW was allocated for seismic reinforcement design and construction of public facilities to protect residents' safety.
To alleviate parking difficulties in the area, 2 billion KRW was allocated from the special parking account transfer, and 170 million KRW was invested in installing communal childcare rooms and supporting mental health professionals at health centers, ensuring that ongoing projects to improve residents' lives proceed without neglect.
Additionally, a new financial stabilization fund of 3 billion KRW was established to prepare for future financial demands.
The district reflected policies such as reductions in public facility usage fees and collection grants, as well as exemptions on national and public property rental fees and road usage fees, reducing non-tax revenue by 3.2 billion KRW in this budget proposal.
Yoo Deok-yeol, Mayor of Dongdaemun-gu, stated, “This second supplementary budget was prepared through revenue and expenditure restructuring to respond to the prolonged COVID-19 situation and to further strengthen the existing infectious disease prevention system. We will do our best to proactively respond to factors threatening residents' stability so that they can live their daily lives with peace of mind.”

This supplementary budget proposal is expected to be finalized on the 23rd of this month after review and approval by the Dongdaemun-gu Council.
