Which Policies Change Population? Busan's First Implementation of the 'Population Impact Analysis System'
Busan City Establishes Systematic Management, Analysis, and Evaluation Framework for Population Policy
Pilot Implementation Targeting 15 Major Population Policy Projects This Year
[Asia Economy Yeongnam Reporting Headquarters Reporter Kim Yong-woo] Busan City will implement the ‘Population Impact Analysis System’ as a basis for establishing population policy projects.
This system analyzes the impact of ordinances and regulations related to population policy, the establishment of plans and policies, and the promotion of population policy projects on the population, thereby contributing to the formulation of policies that affect the scale and structure of the population.
This year, as the initial introduction phase of the system, the scope of analysis and procedures will be simplified and implemented on a pilot basis to prepare the optimal operation plan. Next year, based on the results of the pilot implementation, the system will be improved, supplemented, and expanded.
This project is promoted based on Articles 6 and 8 of the ‘Busan City Basic Ordinance on Population Policy.’
Although Busan City allocates and executes a large-scale budget related to population policy every year, most of the budget is invested separately by each department without a comprehensive system, and it was judged that systematic management, analysis, and evaluation of the effects of population policy are not being conducted.
By implementing the Population Impact Analysis System, the city plans to proactively respond to future population crises and create a foundation for efficiently utilizing administrative power and budgets related to population policy.
This year, the analysis target will be about 15 cases, which are major population policy projects fully funded by city funds. The analysis criteria include the alignment with the population policy goals of the analysis target, the appropriateness of the execution strategy, and the effectiveness of the population policy.
The self-assessment by the project’s responsible department according to the analysis criteria and the review and analysis results by the expert advisory group will be deliberated and finalized by the Population Impact Analysis Subcommittee of the Population Policy Committee. The analysis procedure concludes by reflecting the finalized results in city administration.
The Population Impact Analysis review by the subcommittee is scheduled for the end of September.
To enhance the professionalism and execution power of the system, in August, the city formed a Population Impact Analysis Advisory Group composed of experts in the population field and established a subcommittee as a deliberation body, including external appointed members belonging to the Population Policy Committee.
Based on the results of the Population Impact Analysis, Busan City plans to support expert consulting for projects that require improvement or adjustment, and actively reflect new projects with significant effects on responding to population decline or improving population structure in the 2021 main budget.

Byun Sung-wan, Acting Mayor of Busan, said, “We will ensure that the Population Impact Analysis System does not become another unnecessary regulation but is established early as an effective system for responding to population decline and improving the population structure in the city.”
