View original image[Asia Economy Reporter Kwangho Lee] The National Tax Service (NTS) made its first senior executive personnel appointments under Commissioner Kim Daeji on the 3rd. Moon Heecheol, Director of the Seoul Regional Tax Office's Compliance Support Bureau, was appointed as the new Deputy Commissioner of the NTS, a senior Grade A position. Lim Kwanghyun, Director of the Investigation Bureau at the headquarters, was appointed as the Commissioner of the Seoul Regional Tax Office, and Lim Seongbin, Director of the Corporate Taxation Bureau, was appointed as the Commissioner of the Busan Regional Tax Office. Additionally, for senior Grade B positions, Lee Cheongryong, Director of the Income Support Bureau, was appointed as Commissioner of the Daejeon Regional Tax Office, and Song Gibong, Director of the Information Management Office, was appointed as Commissioner of the Gwangju Regional Tax Office.
Deputy Commissioner Moon entered public service through the 38th Public Administration Examination. He has held key positions such as Director of the Compliance Support Bureau at the Seoul Regional Tax Office, Director of the Investigation Bureau 2 at the Central Regional Tax Office, Director of the Investigation Bureau 1, and Director of the Compliance Support Bureau at the Gwangju Regional Tax Office. He is recognized not only for his expertise but also for his broad perspective, internal and external coordination skills, and stable organizational management capabilities. He is expected to actively support the new NTS Commissioner's tax administration philosophy and create a "more comfortable and better national tax administration" for the public.
Commissioner Lim of Seoul entered public service through the 38th Public Administration Examination and has served in major positions such as Director of the Investigation Bureau at the NTS headquarters, and Director of Investigation Bureaus 1, 2, and 4 at the Seoul Regional Tax Office, as well as Director of Investigation Bureaus 1 and 4 at the Central Regional Tax Office. He actively implemented tax support measures such as expanding investigation deferrals and simplified investigations to help small and medium-sized enterprises and small business owners overcome the COVID-19 crisis, while strictly responding to deliberate and sophisticated tax evasion by large corporations to promote fair taxation.
Commissioner Lim of Busan entered public service through the 37th Public Administration Examination and has held key positions including Director of the Corporate Taxation Bureau at the NTS headquarters, Director of Investigation Bureau 4 at the Seoul Regional Tax Office, and Auditor at the Seoul Regional Tax Office. He is evaluated as having contributed to realizing tax justice by not only securing stable fiscal resources through prior guidance for faithful reporting but also conducting strict penalty investigations against unfair acts by business operators infringing on people's livelihoods and violating tax laws.
Commissioner Lee of Daejeon started as a Grade 8 official and has worked extensively in various fields including Director of the Income Support Bureau at the NTS headquarters, Director of Investigation Bureau 2 at the Seoul Regional Tax Office, Director of Investigation Bureau 4 at the Central Regional Tax Office, and Director of the Tax Collection and Litigation Bureau at the Busan Regional Tax Office. He supported low-income households struggling due to the spread of COVID-19 by advancing early disbursement of earned income tax credits and expanding non-face-to-face applications for earned income tax credits. He also contributed to spreading advanced taxpayer awareness through rapid analysis and thorough investigation of anonymous account reports related to tax evasion tips.
Commissioner Song of Gwangju entered public service through the 38th Public Administration Examination and has held major positions such as Director of the Information Management Office at the NTS headquarters, Director of Investigation Bureau 3 and Director of the Tax Collection and Litigation Bureau at the Central Regional Tax Office, and Director of the Compliance Support Bureau at the Seoul Regional Tax Office. He contributed to establishing tax law order by advancing a voluntary compliance support system using IT technology, fully expanding mobile services to enable tax work anytime and anywhere, and focusing investigative capabilities on unfair tax evasion by large corporations.

Regarding the background of the personnel appointments, the NTS stated, "In this personnel reshuffle, we made efforts to implement balanced appointments by expanding the placement of capable non-exam graduates to key senior positions such as regional commissioners within the NTS." They added, "We will continue to boldly select talented personnel who are highly trusted within the organization."
