Yeongdeungpo-gu Delinquency Information Mobile Notification Service... 60% Cost Reduction
From August, Overdue Information Including Fines and Charges Sent to Smartphones... Existing Notice Production and Mailing Costs Reduced by a Remarkable 60%
[Asia Economy Reporter Jongil Park] Yeongdeungpo-gu (District Mayor Chaehyun Il) started a mobile notification service for overdue information on local tax non-tax revenue such as fines and enforcement charges from August.
The domestic smartphone penetration rate has reached 95%, ranking first in the world.
In line with this, the district has launched a service that sends mobile electronic notifications, refund receipt, and guidance on overdue information for local taxes and local tax non-tax revenue via smartphones.
The district began a local tax refund receipt notification service in 2019 and started mobile electronic notifications and local tax overdue information notification services from the first half of this year.
Then, from last month, August, it started the mobile notification service for overdue information on local tax non-tax revenue.
Previously, it was common to bring the paper notification sent by mail to a bank to make a payment. Now, taxpayers can immediately pay through simple payment methods after going through identity verification procedures via overdue information notification messages sent to their smartphones.
To implement this service, when the district provides taxpayer data to the telecom company, the telecom company sends overdue information notification messages (MMS) to the taxpayers.
In this process, the telecom company protects taxpayers' personal information securely by developing and utilizing a unique SCI (Secure Connection Information) value for each taxpayer as an alternative to the resident registration number.
Residents who do not use smartphones or do not agree to receive mobile notifications can still receive paper notifications as before.
The district expects that the mobile notification service will significantly reduce the costs of producing and delivering notifications. In fact, the cost incurred for sending overdue notices and guidance in June was 1,699,506 KRW for notification production and 9,593,590 KRW for postal delivery, totaling 11,293,096 KRW.
If replaced by the mobile transmission service, the total cost for sending and confirmation is estimated at 4,216,080 KRW, saving 7,077,016 KRW. This means a 60% reduction in the existing costs.
Additionally, the district expects effects such as ▲ resolving additional charges due to undelivered overdue notices ▲ environmental protection by reducing paper and printing costs ▲ building a sincere tax payment environment by improving the tax payment rate.

Chaehyun Il, Mayor of Yeongdeungpo-gu, said, “We started the mobile notification service for overdue information to improve the convenience of local tax payment for residents,” and added, “We will return the various benefits to residents by using the costs saved from overdue collection and other expenses through this service.”
