Assemblyman Shin Jeong-hoon Proposes Bill to Expand Support Scope for Startup Workers in Small and Medium Enterprises
[Asia Economy Honam Reporting Headquarters Reporter Yoon Jamin] A bill has been proposed to significantly expand the scope of government support for small and medium-sized enterprise (SME) workers starting businesses, aiming to revitalize the startup ecosystem that has been weakened by COVID-19.
On the 1st, National Assembly member Shin Jeong-hoon (The Democratic Party·Naju Hwasun) announced that he had taken the lead in proposing a partial amendment to the Special Act on Support for SME Workforce, which expands the scope of support for SME workers starting businesses and comprehensively stipulates support for outstanding workers.
This amendment expands the scope of support for SME workers starting businesses from the previous 15 years to workers with more than 10 years of experience in the same field and occupation, and broadens the scope of work from production tasks to production, service, and technology development tasks.
It also includes a provision to relax the length of service requirement for workers who have obtained national technical qualifications from 10 years to 5 years.
Furthermore, since the current law only stipulates support for outstanding SME workers in the form of domestic and overseas training, raising concerns that support for them may shrink after COVID-19, the related regulations have been comprehensively revised to allow various types of support according to demand, not only domestic and overseas training.

Rep. Shin said, “The startup ecosystem has been greatly weakened due to COVID-19, and the morale of SME workers has also been significantly dampened. By expanding the scope of support for SME workers starting businesses, we will promote capable SME workers to actively start businesses, and by comprehensively stipulating support for outstanding workers, we will ensure that support tailored to workers’ needs can be provided.”
