Sejong City, Mandatory 'Passenger List' for Jeonse Bus Riders
[Asia Economy (Sejong) Reporter Jeong Il-woong] Sejong City will mandate the creation of passenger lists for charter bus operators in the region.
The city announced that starting from midnight on the 28th until further notice, an administrative order requires all charter buses registered within the jurisdiction to compulsorily prepare passenger lists.
The obligation to prepare passenger lists comes in light of recent difficulties in identifying charter bus passengers during the Gwanghwamun rally, which hindered quarantine efforts. Managing passenger lists aims to enable prompt quarantine measures in case of emergencies.
Accordingly, passengers using charter buses registered in Sejong must consent to and complete the passenger list.
Additionally, charter bus operators must verify the personal information of passengers before operating the bus and retain the completed passenger lists for four weeks.
Passenger lists should primarily utilize electronic entry logs. However, the city added that exceptions allowing handwritten lists are permitted for users of 2G mobile phones, short-term foreign visitors, and those without mobile phones who find electronic entry logs difficult to use.
Violations of the administrative order to prepare passenger lists will result in penalties.
First, the city plans to take legal action against violators under the "Infectious Disease Prevention and Control Act (Article 80)."
It also emphasized that it will seek compensation for all quarantine-related costs, including testing, investigation, and treatment, arising from violations of the administrative order.

Kim Tae-o, Director of the Construction and Transportation Bureau of the city, stated, “It is very difficult to secure the list of passengers on short-term chartered buses after the fact. The administrative order to prepare passenger lists is a measure to prevent and block the spread of infectious diseases in the community, and we ask charter bus operators and users to strictly comply with this order.”
