[Asia Economy Reporter Jongil Park] Yeongdeungpo-gu (Mayor Chae Hyun-il) held an emergency countermeasure meeting in preparation for the approaching typhoon ‘Bavi’ and has entered a full-scale emergency response system by conducting on-site inspections of safety-vulnerable facilities to prevent any damage to residents caused by the typhoon.
This typhoon ‘Bavi’ is approaching along a path similar to last year’s 13th typhoon ‘Lingling’ and the 15th typhoon ‘Bolaven’ in 2012. Although the rainfall is expected to be light, the maximum wind speed is predicted to reach 45 meters per second, raising concerns about damage caused by strong winds.
Accordingly, the district held emergency countermeasure meetings chaired by the mayor on the 25th and 26th, taking measures to establish an emergency work posture according to weather warnings, focusing on preemptive actions such as departmental response plans, mission awareness during disasters, and thorough situation reporting.
Subsequently, Mayor Chae Hyun-il personally patrolled wind-vulnerable facilities with related department staff and conducted safety inspections of disaster-vulnerable facilities to minimize damage.
Given the forecast of strong winds, inspections focused on construction sites, road facilities, and street greenery where facility damage is a concern, emphasizing preemptive checks and removal of elements that could cause wind and water damage.
▲ The securing status of construction site facilities such as tower cranes, protective screens, and fences that pose risks of falling or toppling ▲ Maintenance status of soil erosion prevention facilities such as sumps, sedimentation tanks, and drainage channels ▲ Inventory and operational status of flood control materials such as pumps and sandbags were carefully examined.
Additionally, the establishment of safety management plans and preparation of emergency countermeasures for urgent situations were thoroughly verified.
Furthermore, ▲ The binding status of support stakes for hazardous trees such as dead or dying trees that may fall or break during strong winds or heavy rain ▲ Outdoor advertising such as protruding signboards and banner stands ▲ Road lighting facilities such as security lights and street lamps were also urged to be thoroughly prepared.
To prepare not only for strong winds but also for heavy rain, total efforts were made for facility safety management, including checking for cracks and ground subsidence in flood-prone areas and aging retaining walls and embankments.
Moreover, the district expanded the flood control task force to 24 teams and established a 5-minute response system across all areas to ensure rapid support and recovery in case of emergencies.
From the 26th, when the Seoul area directly enters the typhoon’s influence zone, the district will operate the Disaster Safety Countermeasure Headquarters at level 2 emergency status, maintain constant communication with related organizations, and continue a 24-hour emergency work system for flood and wind disaster preparedness through public-private cooperation networks.
Mayor Chae Hyun-il of Yeongdeungpo-gu stated, “The strong wind radius of this typhoon is wide and the wind speed is strong, so significant damage is expected,” and urged, “Residents are requested to refrain from going out and strictly follow the resident action guidelines such as prohibiting entry into dangerous areas.”
