In this regard, earlier in the day, the National Assembly Intelligence Committee revealed in a briefing that North Korean State Affairs Commission Chairman Kim Jong-un had transferred power to his younger sister, First Deputy Director Kim Yo-jong. Ha Tae-kyung, the opposition party floor leader of the Intelligence Committee from the Future United Party, explained the 'delegated governance' situation, saying, "(Chairman Kim) still exercises absolute power but is gradually delegating authority compared to the past." However, he added, "Although Kim Yo-jong is effectively the second-in-command, she has not been designated as the successor," and regarding the background of the delegated governance, he said it was "to reduce governance stress," denying rumors about Chairman Kim's health issues.
