Seoul Jung-gu, Outdoor Assemblies Prohibited in All Areas

View original image[Asia Economy Reporter Jongil Park] Jung-gu, Seoul (Mayor Seoyangho) designated the entire Jung-gu area as an outdoor assembly prohibited zone starting from the 19th, following the Central Disaster and Safety Countermeasures Headquarters' implementation of enhanced Level 2 social distancing in Seoul, Gyeonggi, and Incheon regions from 0:00 on the 19th.
Article 49, Paragraph 1 of the Infectious Disease Prevention and Control Act (hereinafter referred to as the Infectious Disease Prevention Act) allows the governor of a city or province, or the mayor, county governor, or district mayor to restrict or prohibit assemblies to prevent infectious diseases.
The prohibition period lasts until the infectious disease crisis alert level ‘Severe’ is lifted, and all gatherings such as assemblies or demonstrations in prohibited areas are banned. Violations of this measure will result in a fine of up to 3 million KRW according to Article 80, Paragraph 7 of the Infectious Disease Prevention Act.
Previously, on April 9, Jung-gu had designated certain areas with high floating populations as outdoor assembly prohibited zones due to concerns over community infection spread amid increasing imported confirmed cases. These areas included Jangchungdan-ro (Ogan-su Bridge to Jangchung Gymnasium), roads around Dongdaemun DDP, roads around Jangchung Gymnasium, roads around Jangchungdan Park, and roads around Chungmu Art Center, restricting assemblies in these locations.
However, with the recent surge in COVID-19 confirmed cases and the escalation of social distancing to Level 2, the outdoor assembly prohibited zone has been expanded to cover the entire Jung-gu area to prevent infectious disease spread and protect citizens' health.
Under the strengthened Level 2 social distancing measures, all gatherings, meetings, and events with 50 or more people indoors or 100 or more people outdoors are generally prohibited. Operations of 12 high-risk facilities, including entertainment bars, karaoke rooms, buffet restaurants, PC rooms, and large academies, are also banned.

Seoyangho, Mayor of Jung-gu, stated, "Jung-gu has a large floating population and is located in the heart of Seoul, where various assemblies are frequently held, making quarantine efforts challenging. We will do our best to prevent the spread of infectious diseases by prohibiting outdoor assemblies throughout Jung-gu in line with the upgraded social distancing measures."
