Seongbuk-gu, 2021 Resident Autonomy Plan Selected Through Deliberation
Selection of a total of about 120 agendas including 566 Citizen Participation Budget Projects and 64 Resident Tax Return Projects
[Asia Economy Reporter Park Jong-il] Seongbuk-gu (Mayor Lee Seung-ro) held general meetings of residents' autonomy committees in 10 neighborhoods over about half a month, starting with the Jongam-dong Residents' Autonomy Committee on the 16th of last month, to establish residents' autonomy plans and select next year's implementation projects.
Despite activity restrictions due to the prolonged COVID-19 pandemic, the district has supported small-scale activities at the subcommittee level and discussions through online platforms and SNS, ensuring that autonomous activities continue actively.
Since March, over 370 village agenda items proposed by residents through the residents' autonomy committees have been discussed thoroughly in subcommittee meetings and public-private cooperation meetings, resulting in the final submission of about 120 agenda items, including 56 neighborhood-level citizen participation budget projects and 64 resident tax return projects.
This general meeting was an important session for selecting 2021 implementation projects, and residents showed great interest and enthusiasm. Efforts were made to conduct efficient meetings while adhering to daily quarantine guidelines.
Each neighborhood's residents' autonomy committee held online meetings, produced videos introducing subcommittee activities and project agendas, and shared them in advance, utilizing various methods to enhance residents' understanding.
The general meeting was also evaluated as a place for intergenerational communication, with residents of various ages attending and exchanging opinions.
Lee Seung-ro, Mayor of Seongbuk-gu, attended the general meetings of each neighborhood's residents' autonomy committee and encouraged, saying, "COVID-19 has not dampened the passion of our residents for autonomous activities. The district will actively support the realization of democracy within the community through the process where diverse residents participate and proactively discuss and solve problems."
He also mentioned the recent heavy rain disaster, stating, "During the rainy season, the district office remains vigilant and on standby at all times. We will concentrate all our capabilities to ensure rapid recovery and minimize damage."

Seongbuk-gu, realizing a lifestyle autonomy where residents are the owners, operates residents' autonomy committees in Seongbuk-dong, Samseon-dong, Dongseon-dong, Bomun-dong, Jeongneung 2-dong, Gireum 1-dong, Jongam-dong, Wolgok 2-dong, Jangwi 1-dong, and Seokgwan-dong, and plans to expand and operate them in all neighborhoods starting January 1 of next year.
