Seocho-gu Operates Intensive Reporting Period for Construction Noise to Secure Residents' Right to Rest
[Asia Economy Reporter Jongil Park] Seocho-gu (Mayor Eunhee Jo) will operate a focused reporting period for the ‘Construction Time 3-Out System’ from the 18th to September 17th.
The ‘Construction Time 3-Out System’ is a policy first implemented nationwide by Seocho-gu in 2017, which limits construction site working hours. Violations are subject to penalties: 1st offense (on-site guidance), 2nd offense (posting warning notices, etc.), and 3rd offense (construction suspension).

?Permitted working hours: Weekdays (7 AM to 6 PM), Saturdays (9 AM to 6 PM), National holidays and Sundays (construction prohibited)
?Penalties for violations: 1st offense (on-site guidance), 2nd offense (posting warning notices, etc.), 3rd offense or more (construction suspension)
This is an active administrative system implemented by Seocho-gu to maintain a clean and peaceful living environment for residents and to guarantee environmental rights.
However, this year, as the time spent at home has increased due to the spread of COVID-19, reports of damage caused by construction noise have also increased. Therefore, Seocho-gu plans to respond more actively to construction noise by operating a focused reporting period for the ‘Construction Time 3-Out System’.
Accordingly, the district operates a resident ‘Focused Reporting Desk’ to make it easy to report violations during the focused reporting period. Reporters can immediately report not only through the existing reporting methods such as Eungdapsso and ‘I Wish to the Mayor’ but also via the designated email (pjy001102@seocho.go.kr).
