Gunsan City Selects 5 Outstanding Public Officials for Proactive Administration in the First Half of the Year

[Asia Economy Honam Reporting Headquarters Reporter Hong Jaehee] Gunsan City, Jeonbuk, selected outstanding public officials in proactive administration who contributed to enhancing citizen convenience with a creative and proactive attitude.
On the 14th, the city announced that it held a Proactive Administration Support Committee meeting the day before and selected five public officials (one grand prize, two excellence awards, two encouragement awards) as outstanding public officials in proactive administration for their efforts to achieve results based on proactive work promotion and creative policies.
The selection of outstanding public officials in proactive administration was finalized through evaluation of five criteria?citizen perception, importance and difficulty of the task, proactiveness of the person in charge, creativity and expertise, and potential for dissemination?after a first round of written review and a second round of presentation review of a total of 14 excellent cases recommended by departments.
Jeon Woojin, a staff member of the Gunsan-type Job Promotion Project Group, who was selected as the grand prize winner, received high praise for laying the foundation for sustainable job creation in the region through the ‘Gunsan-type Job Model,’ a win-win model among labor, management, civil society, and government, and for striving to improve the regional industrial structure by fostering the future automobile industry.
Moon Chunho, a section chief of the Housing Administration Division, selected as an excellent public official, worked to correct the excessively inflated progress rate of the Su-Periche public rental apartments so that prospective tenants could receive refunds of rental deposit contracts and interim payments. Kim Sanggi, a section chief of the Technology Promotion Division, introduced a new income crop called Kkokkoma cabbage to Gunsan, a horticultural barren area, and achieved good evaluation by dominating both domestic and international markets, thereby increasing farmers’ income.
In addition, Kim Youngrang, a section chief of the Audit Office, who saved the budget through trial construction and design method changes, and Seo Jinil, a staff member of the Resource Circulation Division, who planned the private delivery app ‘Baedal-ui Myeongsu,’ were selected as encouragement award winners.
Ko Daeseong, head of the Planning and Budget Division, said, “The effort of a single public official and a small change in thinking bring happiness to citizens and contribute to city development through numerous budget savings,” adding, “We will continue to actively support public officials so that they can carry out proactive administration with confidence for citizens without being discouraged by concerns about audits and reprimands.”

The city plans to spread proactive administration as a culture throughout the public service by awarding mayoral commendations, the highest grade of performance bonuses, and additional points in work performance evaluations as personnel incentives to employees selected as outstanding public officials in proactive administration.
