Seocho-gu Implements 'Selected Agent System' to Assist with Tax Payment Objection Procedures
Support for taxpayers hesitant to appeal local tax assessments due to complex procedures and agent fees, aiming to resolve taxpayer grievances and protect rights
[Asia Economy Reporter Jong-il Park] Seocho-gu (Mayor Eunhee Jo) operates a free "Selected Agent System" for low-income taxpayers who find it difficult to appoint tax agents due to the difficult economic situation.
Following the promulgation of the partial amendment to the Seocho-gu Basic Tax Ordinance on the 28th of last month, the district will provide free representation for economically disadvantaged taxpayers when they proceed with local tax objection procedures such as local tax appeals and pre-assessment review requests.
Selected agents are lawyers, tax accountants, and certified public accountants appointed by the Seoul Metropolitan Government who perform representation duties for taxpayers.
The application targets are individual taxpayers with local tax objection or pre-assessment review claims of 10 million KRW or less, property ownership value of 500 million KRW or less (including spouse), and comprehensive income amount of 50 million KRW or less (including spouse). However, high-amount habitual tax delinquents subject to travel restrictions and public disclosure under the Local Tax Collection Act are excluded from eligibility, and support is not available for tobacco consumption tax, local consumption tax, and leisure tax. Taxpayers wishing to apply for a selected agent should submit a selected agent application form to the local government along with their objection or pre-assessment review request.
The selection result will be notified within 7 days after application, and the selected agent will represent the taxpayer in the objection procedures.
