Kim Tae-nyeon, the floor leader of the Democratic Party of Korea and chairman of the National Assembly Steering Committee, stated at the full committee meeting held at the National Assembly on the afternoon of the 29th, after proceeding with procedural speeches, substitute debates, and pro-con debates, "Since the subcommittee has not yet been formed and considering the urgency of launching the PCC, we intend to immediately pass the partial amendment bill to the Public Official Hearing Act, the partial amendment bill to the National Assembly Act, and the rules concerning the operation of the PCC Chief Candidate Recommendation Committee at today's full meeting."
Members of the United Future Party only made procedural speeches criticizing the Democratic Party's unilateral operation of the standing committee and then all left. Kim Young-jin, who was appointed as the ruling party's secretary of the Steering Committee that day, argued, "Although the PCC should have been formed and put into operation by the 15th, this was not fulfilled. It must pass as a minimum duty to the people." He also said, "Today's agenda includes that personnel hearings are conducted by the Legislation and Judiciary Committee, the PCC Chief is under the jurisdiction of the Legislation and Judiciary Committee, and the rest are determined by rules," adding, "I ask the chairman to proceed with the agenda as scheduled."
