Kim Du-kwan: "We Must Re-Push for the Administrative Capital Relocation... Even Seoul Universities Should Move to Provinces"
[Asia Economy Reporter Jeon Jin-young] On the 21st, Kim Du-gwan, a member of the Democratic Party of Korea, stated, "Only the liquidation of the Seoul Republic is the sole way for the Republic of Korea to survive," and emphasized the need to re-push for the relocation of the administrative capital. The day before, Kim Tae-nyeon, the floor leader of the Democratic Party, said in a negotiation group representative speech that the National Assembly and the Blue House should be relocated to Sejong City to complete the administrative capital.
On the morning of the same day, Representative Kim said on Facebook, "Completing the administrative capital is a national historic essential task for balanced development and regional innovation," and added, "Relocating the capital is the last resort to block the suction power of the metropolitan area that attracts people, industries, and capital."
He said, "All core issues in Korean society, such as real estate, transportation, education, and polarization, are related to the concentration in the metropolitan area," and added, "Meanwhile, local extinction is imminent. It cannot be helped without drastic measures."
He continued, "All central government ministries must also move to Sejong. The National Assembly must go down, the Blue House must relocate, and even excellent universities concentrated in Seoul must be dispersed to the provinces," emphasizing this point.

Regarding the Special Measures Act for the construction of the new administrative capital, which was ruled unconstitutional in 2004, he said, "I believe there is a need to resubmit a bill with the same purpose. Constitutional evaluation of laws reflects the times. The Constitutional Court's evaluation should be promptly reconsidered," and added, "The ruling at that time was heavily criticized in terms of logic and content, such as forcibly applying an unheard-of customary constitution."
