On the morning of the 20th, right after the emergency committee meeting held at the National Assembly main building, Chairman Kim told reporters, "It was decided that it cannot be done according to the previous Constitutional Court ruling."
In his negotiation group representative speech that day, Floor Leader Kim argued, "The National Assembly, the Blue House, and government ministries should all relocate to Sejong City to alleviate the overcrowding and real estate problems in Seoul and the metropolitan area." This statement was made with the constitutional amendment specifying 'Administrative Capital Sejong' in mind.
However, Chairman Kim expressed a negative stance on this, citing the existing Constitutional Court ruling. Floor Leader Joo Ho-young also pointed out, "This is something that needs to be discussed more carefully." Regarding Floor Leader Kim's emphasis on 'cooperation' in his negotiation group speech, he said, "There was nothing particularly new, and I hope there is more sincerity in cooperation than before," adding, "We have always cooperated before, but it didn't work, did it?"
