[Asia Economy Reporter Park Jong-il] On the morning of the 19th, when heavy rain fell mainly in the central region, Oh Seung-rok, Mayor of Nowon-gu, presided over an emergency flood control countermeasure meeting and conducted on-site inspections of flood-vulnerable areas within the district.
About 30 people, including 13 practical team leaders such as the disaster site environment maintenance team and the medical quarantine team, attended the countermeasure meeting held that day, where they received situation reports on flood damage caused by last night's heavy rain and current status reports on flood control materials and equipment in possession.
Immediately after the meeting, the first place visited was the Sanggye 3 and 4-dong area, where partial damage occurred in 2018. While reviewing the current state of restoration achieved through budget allocation, they checked whether the facilities functioned properly during last night's heavy rain.
For example, the valley around Bogwangsa Temple, which overflowed and caused damage to residential areas in 2018 due to a sudden increase in water that could not pass through the drainage channel, was thoroughly prepared with primary wire mesh and secondary barricades to prevent branches and debris from blocking the drainage. Since there was damage to houses, businesses, and vehicles at that time, reinforcement work was completed by December last year with national funding support. During the period of heavy rain, instructions were given to strengthen patrols by related departments such as the Green City Division and local community centers to prevent debris and soil from accumulating in the drainage channels.
At this site, Mayor Oh Seung-rok said, "Not only here but also in the Junggye Bon-dong area, preventive facility installation and reinforcement have been underway since last November and are expected to be completed by the end of this month," adding, "Please ensure thorough completion so that damage caused by heavy rain does not occur again."
The next place visited was the cut slope on Deokneung-ro 129-gil. Two years ago, soil slid down causing the retaining wall to collapse and damage to residential fences and vehicles. Restoration was completed by investing about 400 million won of district funds secured last May, and no particular issues were found during last night's heavy rain.
They also inspected landslide-prone areas. Six locations, including San 70, Sanggye-dong, were targeted. From March to December last year, about 400 million won of city funds were invested to install preventive facilities such as reinforced stone soil retaining walls and rockfall prevention fences.
Currently, the district is additionally operating a "Landslide Countermeasure Team" consisting of 5 teams and 60 members. The team, which began operation on May 15, maintains a 24-hour status for five months until October 15 this year and is immediately deployed to the site in case of emergencies in parks, hiking trails, rivers, and street trees.
Mayor Oh Seung-rok said, "Although reinforcement of vulnerable facilities has been mostly completed since some damage occurred in 2018, we do not know what situations may arise, so I ask that everyone remain vigilant and carefully monitor each area."
On the morning of the 19th, Oh Seung-rok, Mayor of Nowon-gu, went on a preemptive on-site inspection of flood-vulnerable areas in preparation for the rainy season to promote safety-centered administration.
Mayor Oh conducted on-site inspections of disaster-vulnerable areas such as building collapse risk zones and flood risk districts together with heads of related departments including the Autonomous Safety Division, Civil Engineering Division, Water Management Division, and Green City Division to prepare in advance for flood damage.
With the rainy season front moving north and heavy rain expected, they visited eight vulnerable areas including the highlands of Sanggye 3 and 4-dong, old retaining walls and fences in residential areas, and Wolreunggyo Bridge in Gongneung 1-dong, where damage is anticipated during heavy rain, as well as rivers, to check flood control measures.
In particular, they focused on inspecting flood control facilities such as the slope protection, retaining walls, and other structures around Bogwangsa Temple in Sanggye 3 and 4-dong, which was damaged by heavy rain in 2018, to ensure thorough preparation to prevent damage.
During this on-site patrol, Mayor Oh emphasized the creation of a safe city where residents can live safely by conducting preemptive prevention and checking flood response systems in areas vulnerable to flood damage, urging thorough disaster prevention and management.
The district established a Disaster Safety Countermeasure Headquarters to build a rapid and systematic response system in preparation for typhoons and heavy rain during the flood control period. The headquarters, headed by the district mayor, is composed of 13 disaster safety practical teams including the Water Management Division and operates continuously.
