Exemption of Fees for Resident Registration of Disabled Persons in Mapo-gu
Exemption of Fees for Resident Registration Certificate Copies, Household Move-in Records Viewing, and Resident ID Card Reissuance
[Asia Economy Reporter Jongil Park] Mapo-gu (Mayor Yudonggyun) will implement a fee exemption measure as of July 9 for residents with disabilities living in the area, in accordance with the provisions stipulated in the Enforcement Rules of the Resident Registration Act.
After a partial amendment was made on November 19, 2019, to Article 18 of the Enforcement Rules of the Resident Registration Act, which includes "cases prescribed by ordinances of local governments" in the fee exemption clause, the district actively sought ways to reflect residents with disabilities living in the area as fee exemption subjects. Although this was included in the Seoul Metropolitan City Mapo-gu Fee Collection Ordinance, it had not been reflected in the Enforcement Rules of the Resident Registration Act.
Accordingly, from January of this year, preparations were made to revise the district ordinance, and with the original bill passed at the 1st regular session of the Mapo-gu Council in June, the fee exemption measure was able to be implemented.
With this ordinance revision, residents with disabilities registered in Mapo-gu on their resident registration can have fees exempted for issuance of resident registration records and extracts (including issuance of others' resident registration records and extracts pursuant to Article 29, Paragraph 2, Subparagraphs 2 and 6 of the Resident Registration Act), moving-in household inspection, and reissuance of resident registration cards, upon confirmation of exemption eligibility through a disability registration card or disability certificate. However, since information on exempt persons is not reflected in the system, this exemption does not apply to document issuance via unmanned civil service issuance machines.
Also, fee exemption benefits are not available when documents are issued or resident registration cards are reissued in areas other than Mapo-gu.
A district official stated, "Through this ordinance revision, all exemption subjects stipulated in the district fee collection ordinance have been included within the exemption scope prescribed by the Resident Registration Act. In particular, it is meaningful that fee exemption benefits are now provided to persons with disabilities who had regrettably been excluded from exemption, thereby promoting the welfare of persons with disabilities."
