Gwangju Nam-gu, Special Inspection of Social Welfare Centers Until the 31st
[Asia Economy Honam Reporting Headquarters Reporter Park Seon-gang] Nam-gu, Gwangju Metropolitan City (District Mayor Kim Byeong-nae) is launching a special inspection to ensure the operational transparency of social welfare centers receiving subsidies within the district and to prevent the spread of COVID-19 cluster infections.
According to Nam-gu on the 16th, inspections are being conducted from today until the 31st at three locations: Dongsin University Comprehensive Social Welfare Center, Yangji Comprehensive Social Welfare Center, and Inae Comprehensive Social Welfare Center.
Nam-gu has deployed inspection teams to focus on six key areas including facility operation, staff management, accounting management, donation management, COVID-19 infectious disease control measures, and matters related to human rights and safety.
In particular, the inspection is checking whether the accounting management of each welfare center receiving subsidies is separately managed under corporate accounting, facility accounting, and revenue business accounting, and whether budgeting, settlement, income, expenditure, and various contracts are conducted in accordance with the Social Welfare Services Act.
Additionally, thorough checks are being made on staff allocation, salary and service management, retirement reserve fund coverage, exclusive donation accounts, and issuance of receipts.
Furthermore, to block the community spread and cluster infections of COVID-19, compliance with COVID-19 response guidelines by welfare facility workers is also being verified.
Nam-gu plans to immediately correct minor violations on-site based on the inspection results, and notify each corporation to demand improvements for serious legal violations.
However, if subsidies are found to have been illegally or improperly executed or operated, or cases of human rights violations are detected, a zero-tolerance policy will be applied, including suspension of administrative support such as subsidy refunds.

A Nam-gu official said, “Since embezzlement incidents involving social welfare center subsidies occur frequently, we are conducting inspections to review the overall operational status of welfare centers within our district,” and added, “We will do our best to manage and supervise so that subsidies supported by taxes are executed transparently.”
