Gyeonggi Credit Guarantee Foundation Achieves Highest 'Management' Rating Among 19 Provincial Public Institutions... A Grade for 2 Consecutive Years
[Asia Economy (Suwon) = Reporter Lee Young-gyu] Six institutions under Gyeonggi Province, including Gyeonggi Credit Guarantee Foundation and Gyeonggi-do Economic Science Promotion Agency, received an A grade in last year's management evaluation. In particular, Gyeonggi Credit Guarantee Foundation received an A grade for two consecutive years, following last year.
Gyeonggi Province announced on the 2nd that, as a result of the "2020 Gyeonggi Province Public Institution Management Performance Evaluation" conducted on 19 public institutions within the province, six institutions including Gyeonggi Credit Guarantee Foundation received an A grade, 11 institutions including Gyeonggi Content Agency received a B grade, and two institutions, Gyeonggi Medical Center and Next-Generation Convergence Technology Research Institute, each received a C grade.
In this evaluation, Gyeonggi-do Economic Science Promotion Agency, Kintex, Gyeonggi Cultural Foundation, Gyeonggi Job Foundation, and Gyeonggi Research Institute rose from a B grade last year to an A grade this year. Gyeonggi Welfare Foundation and Gyeonggi Suwon World Cup Stadium Management Foundation were upgraded from a C grade to a B grade. Other institutions showed no change in grade. The Next-Generation Convergence Technology Research Institute, a newly evaluated institution this year, received a C grade.
Compared to last year’s results of one A grade, 14 B grades, and three C grades, the number of excellent institutions has significantly increased and the grade distribution has improved. The average institution evaluation score rose by 4.14 points from 79.32 to 83.46.
This is analyzed by the province as largely due to the management improvement efforts of each institution to implement improvement tasks suggested in the previous year’s evaluation results, as well as efforts to achieve social value areas such as social responsibility and job creation, which led to considerable improvement compared to the previous year.
Regarding the evaluation of 19 public institution heads, consistent with the institution evaluations, there were no S or D grades, and seven institution heads including those of Gyeonggi Credit Guarantee Foundation and Gyeonggi-do Economic Science Promotion Agency received an A grade.
Additionally, 11 institution heads including those of Gyeonggi Medical Center and Gyeonggi Disabled Sports Association received a B grade, and the Next-Generation Convergence Technology Research Institute received a C grade. The evaluation of the presidents of three local public corporations in the province?Gyeonggi Urban Corporation, Gyeonggi Tourism Corporation, and Gyeonggi Pyeongtaek Port Corporation?will be finalized around September based on the Ministry of the Interior and Safety’s local public enterprise evaluation results.
Based on this evaluation result, the province plans to pay performance bonuses to institutions and institution heads with B grades or higher, and to implement follow-up measures such as warnings and preparation of management improvement plans for institutions and institution heads with C grades.
As in the previous year, the province directly recruited and formed the evaluation panel for the 2020 management evaluation. In particular, the evaluation prioritized fairness as the highest value and focused on evaluating the realization of social values of public institutions such as human rights, safety, consideration for socially vulnerable groups, and regional balanced development.
A provincial official explained, "The evaluation panel this time included experts from various fields such as professors, lawyers, accountants, and civil society workers," and added, "From March, through document reviews and face-to-face evaluations by institution, the management performance of each institution for the year 2019 was assessed."
