Carrie Lam, Chief Executive, "Welcomes Hong Kong Security Law... Will Take Effect Immediately"
[Asia Economy Reporter Kim Min-young] Carrie Lam, Chief Executive of Hong Kong, issued a statement on the 30th welcoming the passage of China's Hong Kong National Security Law (Hong Kong Security Law).
In the statement, Chief Executive Lam said, "The Hong Kong government welcomes the passage of the Hong Kong Security Law by the National People's Congress (NPC) of China," adding, "The Hong Kong Security Law was enacted after gathering opinions from all sectors of Hong Kong and has received overwhelming support from Hong Kong residents."
According to Chief Executive Lam, after being passed by the NPC Standing Committee on the day, the Hong Kong Security Law underwent review by the NPC Hong Kong Basic Law Committee and the Hong Kong government, and was subsequently inserted into Annex III of the Basic Law, which serves as Hong Kong's de facto constitution.
Chief Executive Lam stated, "We will complete the necessary procedures to promulgate the Hong Kong Security Law as soon as possible," and added, "The Hong Kong Security Law will come into effect later today."
The Hong Kong Security Law prohibits and punishes collusion with foreign forces, acts of secession, subversion of state power, terrorism, and establishes institutions within Hong Kong to enforce these provisions.
Under the Hong Kong Security Law, the 'Hong Kong National Security Committee,' chaired by the Chief Executive of Hong Kong, will be established, and dedicated departments responsible for enforcing the Hong Kong Security Law will be set up within the Hong Kong Police Force and the Department of Justice.
Chief Executive Lam said, "With the implementation of the Hong Kong Security Law, the social unrest that has troubled Hong Kong over the past year will disappear," and added, "Hong Kong will be able to start anew and focus on economic prosperity and improving quality of life."

The Hong Kong government's haste to enforce the Hong Kong Security Law is interpreted as an effort to emphasize the symbolic significance of its full implementation starting from 'July 1.' July 1 marks the 23rd anniversary of the handover of Hong Kong sovereignty from the United Kingdom in 1997 and is also the 99th anniversary of the founding of the Chinese Communist Party.
