Seongnam City to Hold Preliminary Consultations with Private Developers for Idle Land Development
[Asia Economy (Seongnam) = Reporter Lee Young-gyu] Seongnam City in Gyeonggi Province will implement the 'Pre-Negotiation System' starting from the 1st of next month, which decides on urban planning changes through prior negotiations with private developers aiming to develop idle land.
This system changes the urban planning of neglected land to increase its utilization, and secures both the public nature and feasibility of site development by receiving part of the development profits as donations for infrastructure or public facilities.
The Pre-Negotiation System applies to the establishment of district unit plans involving changes in land use zones of 5,000㎡ or more, decisions, abolition, or complexification of urban planning facilities, and relaxation of permitted uses for land within district unit plan zones that have not been developed for over 10 years.
When a project proposer submits a pre-negotiation proposal including public contribution plans to Seongnam City, the city reviews the feasibility of the plan and selects negotiation targets.
The selected negotiation proposals go through a negotiation process by a council composed of Seongnam City officials, private representatives, and external experts, and are decided upon after consulting the Seongnam City Urban Planning Committee.

A city official stated, "With the introduction of this system, negotiations will proceed in a cooperative relationship between the public and private sectors, leading to effective urban planning, regional development, and securing of lacking infrastructure."
