The 8th Suncheon City Council's First Half Session, Legislative Activities for Citizens' Happiness
[Asia Economy Honam Reporting Headquarters Reporter Lee Hyung-kwon] The 8th Suncheon City Council (Chairman Seo Jeong-jin) has concluded its first half legislative activities.
Under the leadership of Chairman Seo Jeong-jin and the principle of "a just council that empowers citizens," the council is evaluated to have faithfully fulfilled its functions as a representative, decision-making, and legislative body without distinguishing the importance of matters as long as they were for the citizens.
According to the Suncheon City Council on the 25th, over the past two years, the council held a total of 224 session days, including 5 regular sessions and 15 extraordinary sessions, processing a total of 438 agenda items, including 260 ordinances.
Legislative activities were active, with 96 items initiated by council members alone. Among them, 23 ordinances were newly created by member initiatives, including the Ordinance on Improving the Quality of Life for Elderly Farmers and Fishermen in Suncheon City, Ordinance on Supporting the Activation of Electric Vehicle Use in Suncheon City, Ordinance on Supporting the Social Reintegration of Probationers in Suncheon City, and Ordinance on Revitalizing and Supporting Local Bookstores in Suncheon City.
Questions regarding city administration were also diverse. Over four sessions, a total of 28 council members asked 135 questions. Focusing on public livelihood and local issues, they aimed to improve problems across city administration and did not forget to propose constructive alternatives.
During the 228th and 237th regular sessions, administrative audits were conducted on the overall administration of Suncheon City. They identified 758 requests for correction and improvement and 37 exemplary cases, ensuring that insufficient administration was supplemented through reasonable problem raising.
Over the past two years, proposals and resolutions urging action were also actively made. A total of 23 proposals and resolutions closely related to citizens' lives were adopted, including the abolition of tolls at Suncheonman IC on the Namhae Expressway, enactment of a special law for the investigation of the Yeosu-Suncheon October 19 Incident and restoration of victims' honor, and enactment of the Serious Accident Corporate Punishment Act, urging practical alternatives. Additionally, through a total of 27 "5-minute free speeches," alternatives and checks on Suncheon City policies and the public opinion of local residents were conveyed to the city.
The Suncheon City Council has six special committees and two research groups. Through these, the voices from the field regarding local issues were fully reflected and incorporated into policies.

In particular, the Yeosun Incident Special Committee has made various efforts to share the long-neglected Yeosun Incident with the local community and to urge the enactment of a special law, achieving a meaningful result in the form of a "not guilty verdict for civilian victims of the Yeosun Incident."
