North Korea is actively preparing for a large-scale leaflet (propaganda leaflet) distribution targeting South Korea, reported by the Korean Central News Agency on the 20th. The image shows a cigarette butt being thrown onto a "leaflet" featuring President Moon Jae-in holding a cup and drinking something, with the phrase "You've eaten it all... even the inter-Korean agreement" written on it.
On the 21st, North Korea reiterated that the inter-Korean agreement has already been nullified due to South Korea's breach of promises and that it will never stop distributing anti-South leaflets.
The United Front Department (UFD) of the Workers' Party of Korea stated in a spokesperson's statement released through the North Korean state media Korean Central News Agency on the same day, "It is not that we are unaware that leaflet distribution violates the inter-Korean agreement, but given the already shattered inter-Korean relations, we have no intention to consider or change our plans."
The spokesperson raised his voice against South Korean authorities who expressed strong regret over the anti-South leaflets, calling them "shameless."
The spokesperson argued, "Before bringing up belated principles about violations, one should reflect on who first ignited the fuse of inter-Korean conflict, who carried out or tolerated actions, and who worsened the situation to this extent."
He added, "They have done their deeds all along, so how can they so brazenly utter words like regret and violation? Speaking of their shamelessness, there is no match for them anywhere in the world; they are truly exceptional shameless people."
He continued, "We clearly reiterate that the planned retaliatory leaflet distribution campaign against the South, carried out according to the will of the entire people, will not be bound or considered by any agreement or principle."
The spokesperson stated, "The South Korean authorities should no longer discuss the agreement that has now become a scrap of paper," and said, "This time, South Korean officials, who always talk about 'putting oneself in the other's shoes,' should properly experience the same thing so that they can somewhat understand the disgust we feel and clearly realize how unpleasant it is."
On the 20th, the Korean Central News Agency reported that North Korea is undertaking preparatory work for a large-scale leaflet distribution campaign targeting South Korea.

State media such as the Korean Central News Agency revealed that preparations for leaflet distribution were underway across various regions the previous day, and even released photos showing cigarette butts, ashes, and hair scattered on piles of leaflets bearing President Moon's face.
The Ministry of Unification promptly issued a statement titled "Government Position on North Korea's Preparation for Anti-South Leaflet Distribution," saying, "It is very regrettable that North Korea announced plans for large-scale anti-South defamatory leaflet distribution through media today, and we demand an immediate halt."

The North Korean Workers' Party organ, Rodong Sinmun, published several photos on page 2 on the 20th showing bundles of "anti-South leaflets" and residents wearing masks while printing and sorting the leaflets. Included were photos of leaflets that viciously slander President Moon Jae-in, such as a pile of leaflets with a superimposed phrase over President Moon's face saying "You've eaten it all... even the North-South agreement," with cigarette butts scattered on top. The photos are from page 2 of Rodong Sinmun, introduced by Korean Central TV.
